Sec. 2-181. - Established; purpose; composition.¶
(a) An economic development committee is hereby established as an advisory body to the city council and city staff. The general purpose of this committee is to recommend long term economic development goals to the city council and city officials as it concerns the overall economic development of the community. Staff resources necessary to facilitate economic development shall be coordinated through the city manager's office.
(b) The committee shall consist of up to seven regular members, but not less than five regular members, all of who shall live or own a business within a five mile radius from the center of the city limits, and three ex-officio members. The city council will attempt to achieve a balance of commission members reflecting the ages, sex, ethnic backgrounds, businesses and such other factors as the council deems reflected in the composition of the city.

Sec. 2-182. - Compensation and appointment of members.¶
(a) Regular members of the economic development committee shall receive a fee of $25.00 for each meeting of the committee which they attend. The fee shall be paid on a regular basis and in conformity with the finance department's policies and practices.
(b) The five regular members of the committee shall be appointed by the mayor, subject to the approval of each appointment by the city council.
(c) The ex-officio members shall consist of the following individuals, member of the city council designated by the city council, a member of the chamber of commerce designated by the chamber of commerce board, and a member of the downtown association designated by the association shall be appointed to serve as ex-officio members of the economic development committee.
(d) Only regular members of the economic development committee shall be entitled to vote on any matter that comes before the committee.

Sec. 2-183. - Terms of office; vacancies.¶
(a) The term of office for the regular members of the economic development committee shall be four years. Terms shall expire on the first Thursday in January. Terms shall expire on a rotation of three positions expiring in the second year and two positions expiring in the fourth year, with the expiration year of each member's term to be chosen by lot. A member whose term expires shall continue to serve until a successor is appointed and qualified. If a vacancy occurs other than by expiration of a term, it shall be filled by appointment for the unexpired portion of the term.
(b) Ex-officio members shall serve for unlimited terms.
(c) Members of the economic development committee shall serve at the pleasure of the city council and may be removed from office in the sole determination, with or without cause, notice, hearing or appeal, by the city council.

Sec. 2-184. - Officers; rules of procedures; meetings; quorum; effect of absences.¶
(a) The committee shall elect a chairperson, vice chairperson and secretary. Their duties shall be such as are usually carried out by such officers. Officers shall hold offices for one year and until their successors are elected. Election of officers shall occur at the first meeting following January 1 of each year.
(b) The committee may adopt rules and regulations to govern proceedings and shall set a time for regular meetings which may be held at least once each month as necessary to carry out the needs of the city as directed by council. A majority of the committee shall constitute a quorum for the transaction of business. In the event, either because of appointment or due to attendance a committee meeting, an even number of members are called to take action on an item, if the vote on the item called results in a tie, the action fails.
(c) Absence from four consecutive regular meetings without the formal consent of the committee shall be deemed to constitute retirement of such member from the committee, and the position of such retired member shall be deemed vacant.
(d) The committee shall report to council on a quarterly basis regarding any activities, agenda items or projects reviewed, discussed, entertained or handled by the committee over the previous three months.
(e) For any meeting held the secretary of the committee shall take notes and record minutes from any meeting. The chairperson and/or vice chairperson shall deliver these notes/minutes to the city manager after each meeting and the city manager shall ensure that the council members receive copies of such notes/minutes.
(f) The city council shall provide suggestions or agenda items to the committee at the time of the quarterly meetings or from time to time as they see necessary. This direction from the city council may be communicated to the committee through the council member which serves as the ex-officio member of the committee or through the city manager.

Sec. 2-185. - Powers and duties.¶
The specific powers and duties of the economic development committee shall be to follow the direction, requests and assignments of the city council. To accomplish the direction, requests and assignments the economic development committee may perform the following tasks:
(1) Work with state and local agencies, governing bodies, public and private organizations as appropriate to encourage economic development in the city by means of business attraction, retention, and expansion;
(2) Promote the interests of commercial and industrial development in downtown Sanger, while giving due consideration to the interests of the neighborhoods and the overall quality of life in the community;
(3) Review and comment to the city council in a quarterly report on the city's program of providing economic development, business information and economic promotion services for the business community, evaluate and report on economic conditions in the community, identifying economic problems areas, and recommend specific economic development policies, programs, and projects to the council in a quarterly report;
(4) Review, comment and report to the city council on opportunities for enhancing economic development through public works projects, emerging growth industries, annexations, use of economic incentives, Enterprise Zone, permit streamlining, and other available economic development tools;
(5) Review, comment and report to city council on programs which may enhance employment of city residents; and
(6) Perform other tasks related to the city's economic development as requested or assigned by the city council or this Code.
