Sec. 2-156. - Created; composition.¶
A planning commission consisting of seven members, all of whom shall be registered voters in the city, is hereby established. The city council will attempt to achieve a balance of commission members reflecting the ages, sex, ethnic backgrounds and other such factors as the council deems reflected in the composition of the city.

Sec. 2-157. - Appointment of members.¶
The members of the planning commission shall be appointed by the mayor subject to the approval of each appointment by the city council.

Sec. 2-158. - Terms of office; vacancies; compensation.¶
(a) The term of office of planning commissioners shall be four years. Terms shall expire on the first Thursday in January.
(b) Terms shall expire on a rotation of three positions expiring in the second year and four positions expiring in the fourth year, with the expiration year of each member's term to be chosen by lot. A member whose term expires shall continue to serve until a successor has been appointed and qualified. If a vacancy occurs other than by expiration of a term, it shall be filled by appointment for the unexpired portion of the term.
(c) Members of the planning commission shall receive a fee of $25.00 for each meeting of the planning commission which they attend. The fee shall be paid on a regular basis and in conformity with the finance department's policies and practices.

Sec. 2-159. - Removal and retirement of members.¶
(a) Members of the planning commission hold office at the pleasure of the city council and may be removed from office in the sole determination, with or without cause, notice, hearing or appeal, by the city council.
(b) Absence from four consecutive regular meetings without formal consent of the commission shall be deemed to constitute the retirement of such member from the planning commission, and the position of such retired member shall be deemed vacant.

Sec. 2-160. - Powers; duties; quorum; procedures.¶
(a) The powers and duties of the planning commission shall be those prescribed by law. The city council may, from time to time by resolution or ordinance, prescribe additional powers and duties not inconsistent with state law.
(b) A majority of the members of the planning commission shall constitute a quorum for the conduct of business.
(c) The planning commission may adopt such rules of procedure as it deems necessary and appropriate and may elect a chairman and vice chairman to preside over its meetings. The chairman and vice chairman shall hold offices for one year and until their successors are elected. Election of the chairman and vice chairman shall occur at the first meeting following January 1 of each year.
(d) Robert's Rules of Order shall apply to the conduct of planning commission meetings except as they may be modified by rules of procedure adopted by the planning commission.
