Sec. 10-56. - Required; when to be obtained.¶
Every owner of a dog, which dog is over the age of four months, shall obtain a license for each such dog. Such license shall be obtained:
(1) In the month of July if the dog is over the age of four months;
(2) Within 30 days of the date upon which the dog is over the age of four months;
(3) Within 30 days of the date of ownership of a dog which was over the age of four months upon such date of ownership; or
(4) Within 30 days of the date of loss of a dog license or tag.

Sec. 10-57. - Application; fees.¶
(a) Application for a license required by this article shall be made through the city finance department.
(b) Each person seeking the issuance or renewal of a dog license shall pay a fee according to the schedule established by resolution of the city council.
(c) The fees collected under this division shall be deposited in the general fund of the city.
(d) Licenses may be issued for a period of one, two or three years for dogs that have attained the age of 12 months or older and have been properly vaccinated with canine antirabies vaccine approved by, and in a manner prescribed by, the state department of health appropriate for the license period being sought.

Sec. 10-58. - Exemptions from fees.¶
(a) Guide dogs: Any owner of a dog bred or raised to be a guide dog, or any owner of a dog used by a blind person as a guide dog, shall be exempt from payment of those fees required by this division. Such owner shall not, however, be exempt from the licensing or vaccination requirements of this article.
(b) Transient owner: The requirements of this division shall not apply to a dog owner who is not a resident of the city and who remains within the city for a period of less than 30 consecutive days in any calendar year.

Sec. 10-59. - Vaccination certificate.¶
(a) No license required by this division shall be issued for any dog unless such dog was properly and timely vaccinated with canine antirabies vaccine as shown by a veterinarian's certificate.
(b) Veterinarians administering antirabies vaccinations shall provide the person in possession of each dog so vaccinated with a certificate indicating the date of vaccination and the description of the dog vaccinated.

Sec. 10-60. - Issuance of license and tag.¶
Upon the payment of the appropriate license fee, the finance department shall issue a numbered receipt and metallic tag. Such tag and receipt shall bear the same number and both shall indicate the year of expiration of the license.

Sec. 10-61. - Display of license tag.¶
Each owner who obtains a license and tag pursuant to the terms of this division shall affix the tag to a collar, harness or other suitable device and shall be responsible for displaying such collar, harness or device on the dog for which the license was obtained at all times during which such dog is outside the owner's enclosed premises.

Sec. 10-62. - Destruction or sale of unre-deemed and unlicensed dogs.¶
(a) If any unlicensed dog, bearing no license tag, is taken up and impounded under the provisions of this division and is not redeemed within a period of 72 hours, the animal control authority may, in its discretion, at any time thereafter humanely destroy such dog or sell the same for cash at private sale without notice; provided, however, that the animal control authority shall mail a notice of such impoundment of such dog within 24 hours after such dog is impounded, in a sealed envelope with postage thereon prepaid directly to the licensee at the address shown by the application therefor on file in the office of the license collector.
(b) Any person desiring to purchase any dog which has not been redeemed from the city pound by this division and which is provided to be sold by section 10-6 may do so upon payment to the license collector of an amount not less than all accrued fees for its redemption. Upon payment of such fees the license collector shall issue to such purchaser a receipt for such fees, together with a duplicate certificate of sale, made in triplicate, which shall contain a description of the dog sold, the date when the dog was impounded, the date of sale and the amount of the purchase price. Upon presentation of the duplicate copy of certificate of sale to the animal control authority he shall deliver the dog to the purchaser. The animal control authority shall retain for its records the duplicate certificate, and the triplicate certificate shall be retained in the office of the license collector.
