§ 10.08.010. Parking Zones.¶
Stopping, standing and parking may be regulated under authority of the City Council within zones defined by markings and/or signage as follows:
10.08.10.1 Red Zone. No stopping, standing or parking at any time, except that a bus may stop in a red zone marked or signed a bus zone, and except in the vicinity of a fire hydrant when permitted by the State Vehicle Code.
10.08.10.2 Yellow Zone. No stopping, standing or parking for longer than 20 minutes at any time between the hours of 8:00 a.m. and 10:00 p.m. of any day for any purpose other than loading or unloading of passengers or freight, which loading or unloading will not exceed 10 minutes.
10.08.10.3 Green Zone. No stopping, standing or parking for longer than 20 minutes at any time between 8:00 a.m. and 6:00 p.m. of any day, except Sundays and holidays.
10.08.10.4 No Parking Zone. No stopping, standing or parking at any time.
10.08.10.5 Park Only in Designated Spaces. When parking stalls are indicated by painted lines, plastic markers or any other markings upon a public street, indicating parallel, angle, or other type of parking, it is unlawful to stand or park a vehicle other than wholly within the stall so marked.
10.08.10.6 Park Only in Designated Space in Public Access Parking Lots. Whenever a privately owned parking lot is posted and/or signed so as to restrict the use of the lot with respect to stopping, standing and parking, and when parking stalls are indicated by painted lines, plastic markers or any other markings upon a public street, indicating parallel, angle, or other type of parking, it is unlawful to stand or park a vehicle other than wholly within the stall so marked.

§ 10.08.020. Traffic and Parking Control Devices.¶
Traffic and parking control devices including, but not limited to signage, lane markings, barriers, mechanical devices or lights may be installed and maintained as authorized by the City Council.
10.08.20.1 Failure to Obey Signs or Barriers. No person shall fail to obey any traffic or parking regulations stated on any sign installed pursuant to this chapter. No person shall disregard any traffic or parking control barrier erected pursuant to this chapter.
10.08.20.2 Parking a Vehicle in Excess of Ten Feet in Height Within Twenty Feet of an Intersection. No person shall park a vehicle which exceeds 10 feet in height within 20 feet of a street intersection.
10.08.20.3 Parking Spaces Designated for Exclusive Use. The City Council may designate certain parking spaces for exclusive use of a named person or titled official. No person other than the named person or designated office holder may park in that designated space.
10.08.20.4 Reserved Parking Spaces. The City Council may reserve certain parking space for exclusive use of a certain class of persons, such as "visitors." No person may park in the reserved space except a person for whom the space is reserved.
10.08.20.5 Parking on Street for Major Repairs. No person shall park a vehicle upon any street for the primary purpose of repairing such vehicle except for repairs caused by an emergency. Violation of this section shall constitute an infraction.
§ 10.08.030. Parking of Vehicles in Designated Areas.¶
A. No person shall stop, stand or park any vehicle, at any time:
Intersection. Within an intersection, except adjacent to curbs as may be permitted by this code.
Crosswalk. On a crosswalk except that a bus engaged as a common carrier or a taxicab may stop in an unmarked crosswalk to load or unload passengers.
Safety Zone. Between a safety zone and the adjacent right-hand curb or within the area between the zone and the curb as may be indicated by a sign or red paint on the curb.
Driveway. In front of a public or private driveway, except that a bus engaged as a common carrier, school bus. or a taxicab may stop to load or unload passengers.
Sidewalk. On any portion of a sidewalk. Lights, mirrors. or devices that are required to be mounted upon a vehicle under the California Vehicle Code may extend from the body of the vehicle over the sidewalk to a distance of not more than 10 inches.
Obstructions. Alongside or opposite any street or highway excavation or obstruction when stopping, standing, or parking would obstruct traffic.
Bus Loading Zone. Except as provided under Section 22500.5 of the California Vehicle Code, alongside curb space authorized for the loading and unloading of passengers of a bus engaged as a common carrier in local transportation when indicated by a sign or red paint on the curb.
Wheelchair Access. In front of or upon that portion of a curb that has been cut down, lowered, or constructed to provide wheelchair accessibility to the sidewalk.
Fire Lane. At any curb, or in any location in a publicly or privately owned or operated offstreet parking facility which is designated as a fire lane except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic control device.
Distance from Curb. On a street with an adjacent raised curb more than 18 inches from the right-hand curb, except that a motorcycle shall be parked with at least one wheel or fender touching the right-hand curb.
Street with No Curb. When no curbs or barriers bound a two-way roadway, right-hand parallel parking is required unless otherwise indicated. This paragraph does not apply to a commercial vehicle if it is reasonably necessary to accomplish the loading or unloading of merchandise or passengers on or from the commercial vehicle while anything connected with the loading or unloading is being executed.
Opposite Lane. On a two-way street in the opposite direction to that in which traffic normally moves upon that half of the roadway on which the vehicle is stopped or parked.
Disabled Parking Spaces. Within or blocking access to, or on the lines marking the boundary of or the cross-hatched lines adjacent to a stall or space on any street or public or private off-street parking facility which is designated for disabled persons or disabled veterans unless the vehicle displays either a special identification license plate or a distinguishing placard issued pursuant to State law.
Fifteen Feet of Fire Hydrant. Within 15 feet of a fire hydrant unless the vehicle is attended by a licensed driver who is seated in the front seat and who can immediately move such vehicle in case of necessity.
Unattended Motorized Vehicle. On any street or public or private off-street parking facility an unattended nonmotorized vehicle without first effectively setting the brakes thereon and stopping the motor thereof.
Unattended Nonmotorized Vehicle. On any street or public or private off-street parking facility, an unattended nonmotorized vehicle without first effectively setting the brakes thereon, or blocking the wheels thereof, to effectively prevent the movement of the vehicle.
Locked Vehicle. On any street or public or private off-street parking facility, a locked vehicle in which there is any person who cannot readily escape therefrom.
Expired Registration. On any street or in any private or public or private off-street parking facility, any vehicle which is not currently registered in the manner required by the California Vehicle Code.
Abandoned Vehicle. On any public or private property abandon a vehicle without the express or implied consent of the owner or person in lawful possession or control of the property.
B. Any person violating any part of this section shall be subject to a civil penalty in an amount established by resolution of the City Council.

§ 10.08.040. Prohibited Parking.¶
A. Purpose. Parking and/or storage of boat trailers, storage bins, dumpsters, utility trailers and over-sized vehicles within the public right-of-way is counter to the main purposes of streets and roadways in Sand City and is hereby declared a nuisance. These regulations are authorized by Article 11, Section 7 of the California Constitution.
B. Definitions. For the purpose of this section, the following definitions shall apply:
"Park and parking"
shall mean the standing of a storage bin, dumpster or any vehicle, whether occupied or not.
"Storage bins"
shall mean any wheeled or non-wheeled construct designed to contain property of any type, including but not limited to any receptacle used to store waste or materials intended for recycling.
"Dumpster"
shall mean a storage bin designed to store refuse.
"Trailer"
shall mean a vehicle designed for carrying and transport of property of any kind on its own structure and for being drawn by a motor vehicle.
"Oversized vehicle"
shall mean any vehicle which meets one or more of the following criteria:
a.
Vehicle or load height exceeds seven feet;
b.
Vehicle or load width exceeds seven and one-half (7.5) feet, as measured from the widest portion of the vehicle or load, but not including mirrors;
c.
Vehicle or load length exceeds 20 feet (in combination with any attached trailers);
d.
Manufacturer's gross vehicle weight rating exceeds 10,000 pounds.
"Recreational vehicle"
shall mean any vehicle designed to be used on a public street which is capable of human habitation for camping or recreational purposes or any vehicle with a structure mounted on it to provided facilities for human habitation or camping purposes.
"Vehicle"
shall mean a device by which any person or property may be propelled, moved or drawn upon a public right-of-way (excepting a device move exclusively by human power or used exclusively upon stationary rails or tracks).
C. Prohibitions. No person shall park any of the following within any public right-of-way in Sand City:
Any trailer;
Any storage bin or dumpster; and
Any recreational vehicles, except as allowed in Section 10.08.040(D);
Any oversized commercial vehicle, except for the purpose of delivering or pick up of goods in Sand City and except as allowed in Section 10.08.040(D).
D. Exceptions to Prohibited Parking. This section shall not apply to:
The parking of any storage bin or dumpster in a public right-of-way within 24 hours of scheduled trash collection days, and on trash collection days.
The parking of any storage bin or dumpster in a public right-of-way for which a temporary permit has been issued by the City to allow such parking in conjunction with a construction project or property clean-up project on immediately adjacent property.
The parking of trailers which are hitched to a motorized vehicle shall be allowed to temporarily load or unload material related to property in the immediate vicinity for a period not to exceed two hours.
The parking of recreational vehicles shall be allowed on Tioga Avenue, west of Highway 1 and along West Bay Street, for a maximum period of time of three hours. Parking of recreational vehicles by residents of Sand City and their guests shall be allowed for up to four consecutive days by special permit issued by the Chief of Police.
The parking of any oversized vehicles for delivery purposes located within the C-4 zoning district north of Tioga Avenue.
The parking of any type of vehicle defined in Section 10.08.040(B) for which a parking permit has been issued pursuant to Section 10.08.050.

§ 10.08.050. Permit Parking.¶
A. Purpose. It is the purpose of this section to establish for owners of businesses within the City, a permit parking system throughout the City.
B. Parking Sticker. A parking permit sticker shall be issued by the City to an eligible business owner by a City employee who shall attach the sticker on the left rear bumper of the vehicle so that it can be readily seen by a traffic control officer.
C. Eligibility for Commercial Parking Sticker. To be eligible to receive a commercial parking sticker, the applicant must prove that he or she is the owner of a business located in the City, that he or she is the owner of the vehicle to which the parking permit sticker is to be attached and that the vehicle is regularly used for the transportation of goods or materials used in the applicant's business. The number of parking stickers issued for each business shall be limited to a reasonable number based on a business site review by the Community Development Director, the operational needs of the business and any on-site parking requirements that have been placed on the business through other City approvals. The decision regarding the number of parking stickers to be issued per business may be appealed to the City Council.
Proof of Business Ownership. Business ownership may be proved by showing a current and valid business license issued by the City to the applicant indicating the applicant's business is operated from a fixed place within the City.
Proof of Use of Commercial Vehicle. The applicant may prove that the vehicle to which the commercial parking sticker is to be attached is regularly used for the transportation of goods or materials used in the applicant's business by making a declaration under penalty of perjury signed by the applicant.
D. Procedures and Fees. Commercial parking stickers shall be issued pursuant to procedures established by the City Manager. Copies of the procedures may be obtained from the City's Police Department. The stickers shall be valid for one year. The City Council shall establish a fee for issuance of the stickers which shall be in an amount sufficient to cover the City's cost of administering the parking sticker program. The fee shall be prorated, based on month issued, if issued for less than one full year. The fee may be changed by resolution of the City Council from time-to-time.
