11.24.010 - Compliance with requirements.

Except as may be otherwise provided in Chapter 11.16 or 11.20 of this code, it is unlawful for any person to circulate, or to cause or permit to be circulated, or to obtain any signature or signatures of any person or persons to or upon any application or petition addressed to the city council or designated or intended for presentation to the city council requesting or praying for any street work or other improvements where the cost and expense of the street work or other improvement is to be made a charge upon the property fronting upon the contemplated work or improvement or included within any district of land to be assessed to pay the cost and expense thereof unless the petition or application or instrument shall comply with the requirements set forth in this chapter.

11.24.020 - Contents of petition.

The petition, instrument or application shall contain the name of the street or streets or other public places to be improved, together with the proposed limits of the work, a statement in general terms of the kind and character of the proposed work or improvement, the type and thickness of any proposed pavement, an estimate, to be attached to the petition and become a part thereof containing an estimate of the cost of the total work and improvement per front foot upon or against any and all lots or lands fronting thereon or against any and all of the lots or parcels of land situated within the proposed assessment district to be assessed to pay the cost and expense of the work and improvement.

11.24.030 - Examination, modification and approval by city engineer.

Prior to circulating the petition or to obtaining any names thereto, the same shall be presented to the city engineer for his examination and approval.

The city engineer shall make such changes or modifications therein or thereto as he deems proper and no such petition shall be circulated nor any names obtained thereon or thereto unless and until the petition has been approved in writing as a whole by the city engineer.
