02.07.01: SERVICE ESTABLISHED:¶
A. Established: There is hereby established within the city a prehospital emergency medical service consisting of, but not limited to: 9-1-1 emergency dispatch, prehospital first responder nontransport emergency medical services (all levels of service), and prehospital first responder transportation emergency medical ambulance services (at basic and/or advanced life support levels) within the city.
B. Rights Reserved: Prior to and since June 1, 1980, the city has without interruption continuously administered and provided or contracted for the prehospital emergency medical services enumerated above. The city continues to reserve all rights and privileges to administer and provide or contract for the prehospital emergency services enumerated above consistent with California Health and Safety Code section 1797.201.
C. Exclusive Provider: Prior to and since January 1, 1981, the city has continuously been and continues to be the exclusive provider of prehospital emergency medical services within its jurisdictional boundaries. (Ord. 0-08-1209, 12-10-2008)
02.07.02: ADMINISTRATION:¶
The fire chief shall be responsible for the administration of the prehospital emergency medical service. (Ord. 0-08-1209, 12-10-2008)
02.07.03: SERVICE LEVEL:¶
A. Positions Established: The council shall determine the number of prehospital emergency medical service positions to provide the services established herein. The positions shall be considered as extensions of firefighting responsibilities and not as separate classifications.
B. Appointment: Appointments to the prehospital emergency medical service positions shall be made by the city manager upon the recommendation of the fire chief.
C. Standby Positions: The city manager shall be authorized to establish standby positions to serve during the absence of the regular prehospital emergency medical service personnel. Creation of the standby positions shall not be viewed as increasing the number of authorized positions.
D. Changes To Levels Of Prehospital Emergency Medical Services: The council shall have the right to determine the level of prehospital emergency medical services pursuant to the provisions of section 1797.201 of the Health and Safety Code. (Ord. 0-08-1209, 12-10-2008)
02.07.04: FEES FOR SERVICE:¶
A. Fees Established: Fees and charges for prehospital emergency medical services provided by the city shall be established by resolution of the council.
B. Billing: The fire chief or his or her designee shall have the authority and be responsible for the billing of charges for prehospital emergency medical services provided by the city.
C. Exemption From Fees: A person in custody of the police department or an employee or volunteer of the city injured or suddenly ill while on duty and for whom prehospital emergency medical services are provided by the city may be exempt from the payment of fees for such services as determined by the fire chief.
