San Leandro Municipal Code Art. 1 Registration

Every person (except persons engaged in the business of selling new bicycles as to any such new bicycles owned and held solely for sale) residing within this City who owns an unregistered bicycle shall apply to the City Manager for registration thereof, upon a form which said City Manager shall provide, within five days after receiving such ownership. No fee shall be charged for any such registration.

Upon receiving proper application therefor, the City Manager shall register said bicycle by stamping into the frame thereof the number assigned to such bicycle imprinted immediately after the letters "SLD".

Every person who sells or transfers and every person who buys or receives the ownership of a bicycle which has been altered as herein provided shall within five days report such transfer to the City Manager in writing, giving the registration number and name and address of the buyer and seller of such bicycle.

The City Manager shall keep a record of all bicycle registrations, and transfers thereof, including name and address of the registered owner, which record shall be indexed both by registration numbers and by owners' names.
