1.19.010 - Bonds.¶
For purposes of this chapter, "bonds" means any bonds, notes, interim certificates, debentures or other obligations or other evidences of indebtedness issued by either the city or by a joint powers authority in instances where the city is a member of the joint powers authority.

1.19.020 - Validation actions.¶
A. Except to the extent that any provision of this Code specifies a shorter limitations period, any action brought by any person to challenge the validity of bonds or the legality or validity of any proceedings related to the issuance of bonds shall be brought within the time period specified in Chapter 9 commencing with Section 860 of Title 10 of Part 2 of the Code of Civil Procedure of the state.
B. The purpose of this section is to set forth generally applicable procedures for actions brought to challenge the validity of bonds or the legality or validity of any proceedings related to the issuance of bonds. Any other provision of this Code addressing a particular method of challenging the validity of bonds or the legality or validity of any proceedings related to the issuance of bonds shall govern that particular issue.

1.19.030 - Personal liability.¶
Neither the members of the council, the officers, employees or agents of the city, nor any person executing the bonds shall be liable personally on the bonds or be subject to any personal liability or accountability by reason of the issuance of the bonds.
