ESTABLISHMENT OF CLASSIFIED AND UNCLASSIFIED POSITIONS

3.02.010 Establishment of unclassified positions.

Subject to other provisions of this title, and subject to such fiscal or other limitations or controls as may be established by the Charter or the city council, the city manager is hereby authorized:

  • A. To establish unclassified offices or positions, consistent with the Charter, in all or any of the departments which the manager may deem reasonably necessary for the efficient and effective operation of such department.

  • B. To abolish or discontinue any such office or position whenever, in the opinion of the city manager, the continued existence of such office or position is no longer reasonably necessary for the efficient and effective operation of such department or whenever such is necessary for fiscal or economic reasons.

  • C. In establishing any such office or position, the city manager shall state the general functions, powers and duties; subject to such amendment, alteration or change in the future as the city manager may determine.

  • D. The city manager may appoint persons to fill vacancies in such offices or positions and may, at any time, for any reason or for no reason, suspend, remove or discharge any person from any such office or position.

    • E. The city manager shall file a copy of each order which establishes, discontinues, abolishes, amends, alters or changes any office or position or its respective functions, powers or duties, or which appoints, suspends, removes or discharges any person with the department responsible for personnel matters.

3.02.020 Establishment of classified positions.

Subject to other provisions of this title, and subject to such fiscal or other limitations or controls as may be established by the Charter or the city council, the city manager is hereby authorized:

  • A. To establish classified offices or positions, in all or any of the departments, consistent with the Charter, which the manager may deem reasonably necessary for the efficient and effective operation of such department.

  • B. To abolish or discontinue any such office or position whenever, in the opinion of the city manager, the continued existence of such office or position is no longer reasonably necessary for the efficient and effective operation of such department or whenever such is necessary for fiscal or economic reasons.

  • C. In establishing any such position, the city manager shall state the general functions, powers and duties; subject to such amendment, alteration or change in the future as the city manager may determine.

  • D. The city manager may appoint persons to fill vacancies or suspend, remove or discharge any person from any such position; provided, in accordance with applicable civil service rules.
