2-10000 - DEFINITIONS.

(a) "Board of Supervisors" means the San Joaquin County Board of Supervisors.

(b) "County" means San Joaquin County.

(c) "Parking Facility" includes any covered, enclosed parking garage, facility and/or deck, any open air or individually covered parking space and or multiple space parking area set aside for the parking of vehicles. Parking facility types include above grade below grade or underground, mechanical and automated parking facilities.

(d) "Parking Permit" is a non-transferable decal, printed card, tag or other form of authorization issued by the County pursuant to this chapter, granting any eligible person permission to park on County owned, leased, financed or contracted property for a specific period of time. A parking permit is only valid when issued to an eligible person who has complied with all terms of issuance prescribed by the County General Services Department.

2-10001 - GENERAL PROVISIONS.

(a) The Director of the General Services Department or their designee shall be authorized to issue parking permits.

(b) The General Services Director or their designee is hereby authorized to promulgate such rules and regulations as may be necessary and appropriate for the operation of any Parking Facility. Such rules and regulations may include, but are not necessarily limited to, designation of available parking spaces, hours of operation, and approval of County-provided parking as described in Section 811 of the San Joaquin County Administrative Manual.

(c) The General Services Director or their designee may designate times for special events parking, and extend or modify hours to provide parking for special events. On such occasions, a special events rate will be charged in accordance to the rate schedule approved by the Board of Supervisors, and the regular rates shall apply for parking for other purposes.

(d) This chapter shall apply only to the Hunter Street Parking Garage, located at 114 S. Hunter Street, Stockton, California.

2-10002 - FEES AND PERMITS.

The Board of Supervisors may, by resolution, adopt a schedule of fees for the use of any Parking Facility. When such fee schedule is adopted, it shall be unlawful to be in a County Parking Facility except by payment of the fee or in accordance with the required parking permit.
