All departments, officials, or public employees, vested with any duty or authority to issue any city license, permit or entitlement provided by city, shall conform to the provisions of this chapter. No license, permit or entitlement shall be issued by the city, or any city department, official or employee, where the proposed use, structure or land would be in conflict with any local (including any city or county), state or federal law. Any such license, permit, or entitlement, if issued in conflict with the provisions hereof, shall be null and void and shall be revoked and cancelled.
