§ 5.36.010. Fees—Generally—Renewal.¶
A. Unless otherwise stated in this chapter or Chapter 5.28, 5.32 or 5.68, the fee for filing an application for a permit pursuant to this chapter or Chapter 5.28, 5.32 or 5.68, shall be as required by the Fee Schedule Resolution approved by the City Council, payable in advance. The license fee prescribed in Chapters 5.04, 5.12, 5.16, 5.20, 5.24 and 5.68 for the particular business and the permit fee shall accompany the application for the permit therefor under this chapter and Chapters 5.28, 5.36 and 5.68.
B. Permits for the following businesses or activities shall be renewed annually on or before the anniversary date of the issuance of such permit:
Auction establishments or auctioneer;
Bankrupt stock, bankrupt sales or close-out sales;
Billiard and pool halls;
Carnivals, circuses and rodeos;
Accessory game arcades;
Entertainment;
Pawnbrokers;
Secondhand dealers;
Solicitors;
Fortunetelling;
Sightseeing recreational tours;
Sidewalk vendors.

§ 5.36.020. Fees—Exemptions.¶
The initial investigation and permit fees required in this chapter and Chapters 5.28, 5.36 and 5.68 may be waived by the license and permit hearing board for any business, occupation, profession or trade which was operating at a fixed place of business in the city on August 3, 1960, under the terms of a valid regulatory license for such business, occupation, profession or trade issued by the county. Such waivers are to be granted at the discretion of the board and do not exempt such businesses, occupations, professions or trades from any other provisions of this title.

§ 5.36.030. Transferability.¶
No permit issued under this chapter or Chapters 5.28, 5.32 or 5.68 shall be transferable except by the consent of the city council.

§ 5.36.040. Modification.¶
Any permit issued pursuant to this chapter or Chapters 5.28, 5.32 or 5.68 may be modified, or the terms and provisions of any permit modified, amended or changed upon application and a hearing before the license and permit hearing board. Such application for a modification shall be processed in the same manner as the original application and shall be subject to the payment of fees and all the terms and provisions imposed in this chapter and Chapters 5.28, 5.32 and 5.68 in respect to the processing of the original application.
