§ 5.11.001 PURPOSE OF FEE.¶
The purpose of this section is to implement a cost recovery program where the tax collector is required to send notice of a proposed tax sale to the last known mailing address of the parties of interest. The Cal. Revenue and Taxation Code provides $35 reimbursement pre parcel whereas the actual cost of the search and notice is approximately is $100 to $500 per parcel.

§ 5.11.002 LEGAL SURCHARGE.¶
A legal surcharge, in addition to other fees, shall be paid where there has been a claim made and reviewed. The cost of legal review shall be the actual cost billed by county counsel for services rendered.

§ 5.11.003 BILLING PROCEDURES; AMOUNTS DUE.¶
(A) The amounts due under this section shall be included as a general charge at sale or redemption and shall constitute part of the required whole amount necessary to redeem or sell.
(B) The amount due shall be the actual cost of search and notice required to apprise all parties of interest as to the proposed tax sale. In addition, to the cost of search and notice, there shall be added the cost of registered mailings. If a claim is made and reviewed the legal surcharge shall apply. The legal cost shall be billed separately by county counsel.
(C) All these costs shall be specified and detailed for each parcel and shall be broken down for reference and shall be filed with and maintained with the tax records for each parcel.
