§ 23.05.001 PURPOSE.

The preparation and consideration of a preliminary map is to provide a means of review of a proposed development, and identification of major problems, if any, at an early stage and prior to major expenditure. It should be a means of aiding development and isolating major problems at any early date.

§ 23.05.002 SUBMITTAL.

The preliminary map and supporting documents shall be submitted to the Planning Department not less than 14 days prior to the meeting of the Development Review Committee at which consideration is desired. Ten copies of the preliminary map shall be submitted. The application fee shall be established by resolution of the Board of Supervisors.

§ 23.05.003 REQUIREMENTS.

It is not intended that a preliminary map shall be as detailed as a tentative map, but it shall provide adequate data to permit the reviewing body:

(A) To conclude that the proposed subdivision will not be denied by the Board of Supervisors on the basis on any negative findings under the Subdivision Map Act;

(B) To determine that the proposed subdivision is not a “land project”, as defined by the Business and Professions Code; and

(C) To become adequately informed on the proposal, including the following:

(1) The property to be divided and acreage of existing and proposed parcels;

(2) Existing structures, streets, easements and other pertinent facilities on the land abutting, and in the vicinity when relevant to the development;

(3) Sufficient contours or elevations to indicate the nature of the terrain to be developed and its suitability for dwellings and streets;

(4) Fills, marshes, major rock outcrops or other features affecting development;

(5) Approximate alignment and grade of proposed streets within the subdivision and, where relevant adjacent proposed or existing streets, especially access streets;

(6) Date, north arrow, vicinity map;

(7) Subdivider and record owners; names and addresses; and

(8) Name and address of person preparing map.

§ 23.05.004 ADDITIONAL INFORMATION.

Additional information may be required by the Development Review Committee. For example, in an area subject to inundation, a preliminary flooding and drainage report should accompany the map; in an area of extreme seismic activity, a geologic report will be needed.

§ 23.05.005 ACTION ON MAP.

The Development Review Committee shall consider and make recommendations on the preliminary map, identify problems and report these to the developer. Approvals or disapprovals will be in principle only. If, in the opinion of the Development Review Committee or the developer, matters of policy are involved, the preliminary map shall be referred to the Planning Commission and, if necessary, to the Board of Supervisors on appeal.
