§ 15.07.020 “CESSPOOLS”, “SEPTIC TANKS” AND “SEEPAGE PITS” DEFINED.

For the purposes of this article, “cesspools,” “septic tanks” and “seepage pits” shall be defined to include all manner of sewage disposal other than regular sewage disposal plants and systems operated by a political subdivision and holding a valid permit from the state’s Department of Public Health.

§ 15.07.021 REGISTRATION; REQUIRED.

No person shall engage in the business of the cleaning of septic tanks, subsurface disposal systems, cesspools or sewage seepage pits or dispose of the cleaning therefrom in the county unless he or she shall hold an unrevoked registration issued by the Health Officer of the county, or his or her duly authorized representative, for the carrying on of the business.

§ 15.07.022 SAME; APPLICATION.

(A) All applications for registration under this article shall be filed with the Health Officer of the county.

(B) (1) The application shall state the name in full of the owner of the business, if a partnership the names of each of the partners, the relation of the applicant to the firm or partnership, the place of business and place of residence of the applicant for registration and of each of the partners in the business, if a partnership.

(2) The application shall be signed by the authorized officer of a corporation, if a corporation, or by the managing partner, if a partnership or by the owner.

§ 15.07.023 SAME; EXPIRATION.

Registration under this article shall be only for the unexpired portion of the calendar year in which application is made and, at the end of the calendar year, all registration shall become void and of no effect.

§ 15.07.024 INSPECTION OF EQUIPMENT.

The Health Officer shall examine all equipment used in processing septic tanks, cesspools, subsurface disposal systems and seepage pits, owned or under the control of each person registered under the provisions of this article, at regular intervals not to exceed 90 days after the permit is granted.

§ 15.07.025 REPORTING OF CLEANING OF CESSPOOLS AND THE LIKE.

Whenever a person cleans a septic tank or cesspool, he or she shall notify the Health Officer upon the regulation form adopted by the Health Officer. The form shall contain information such as the location of the septic tank, cesspool or seepage pit the location of the disposal field where sewage effluent or other materials have been finally disposed of or any other information which the Health Officer by regulation may require. The reports shall be transmitted to the Department of Public Health at the close of each day.
