3-4.01 - Definition.¶
As used in this chapter, "parking lot" shall mean and include any parcel or lot of land in the City used, or improved for use, as a parking space for four (4) or more vehicles at any one time during any period of the day, and two (2) or more adjoining or contiguous lots so used shall constitute one parking lot.

3-4.02 - Permit required to operate parking lot.¶
It shall be unlawful for the owner of any land in the City to use or operate, or permit the use or operation of, his land by any lessee or other person as a parking lot without first obtaining a permit so to do from the Chief of Police. The Chief of Police shall issue any such permit upon application therefor without charge when it has been established that such land is located within the commercial district or the unrestricted district of the City as said districts are defined and delineated by Ordinance No. 254, as amended, and Ordinance No. 399, as amended, and, further, that the applicant is the owner of the premises or is lawfully entitled to possession of them.

3-4.03 - Permission required to park upon private property.¶
It shall be unlawful for any person to stop or park any automobile or other vehicle upon the real property of another person in the City without the permission, expressed or implied, of the owner or lessee of said real property.

3-4.04 - Location of parking lots restricted.¶
It shall be unlawful for the owner or lessee of any land in the City, which is located in the First Residential District or the Second Residential District, as said districts are defined by Ordinance No. 254, as amended, to use or operate, or permit the use or operation, of such land as a parking lot within the meaning of this chapter; provided, however, that all that real property in the City known as "Lot 6, Block 7, Sunnyside Tract" is exempt from the provisions of this chapter; and provided, further, that from and after April 12, 1956, wherever the Planning Commission shall approve the construction of a church in an R-1 or R-2 zone, as defined by Ordinance No. 399, as amended, the Planning Commission shall also consider the advisability of designating a portion of the lands to be improved as an off-street parking area and shall make appropriate recommendations thereon to the Council as a condition to granting the use permit. The Council shall approve, disapprove or modify the recommendations of the Planning Commission, in whole or in part, and no use permit shall issue without provision for off-street parking as finally approved by the Council.

3-4.05 - City owned parking lots authorized.¶
The City may own or lease and operate such public parking lots in the City as may be necessary for the convenience of the traveling public.

3-4.06 - Rules for operation of public parking lots.¶
The Council, by resolution, may adopt such regulations as may be necessary for the use and operation of any public parking lot in the City to include, among other things, the following:
(a) The marking of said public parking lots into parking spaces with directions for parking of vehicles;
(b) The price, if any, to be charged for parking;
(c) The limit of time allowed, if any, for continuous parking; and
(d) The erection of entrance, exit and other directional signs.

3-4.07 - Public parking lot violations.¶
It shall be unlawful for any person to park a vehicle in any publicly owned or operated parking lot in the City contrary to the directions of any parking lot sign or pavement marking in said lot. When any time limit for continuous parking has been established for any public parking lot by resolution of the Council and notice thereof has been given by a sign posted on the public parking lot, it shall be unlawful for any person to park a vehicle on said parking lot continuously for a period longer than the time established by said resolution.
