Sec. 27-3. - Created; number.

The Salinas police reserve is created. Such reserve shall consist of such number of persons as the city manager shall determine may be necessary, not to exceed the number of persons regularly employed in the police department.

Sec. 27-4. - Qualifications and standards for appointment; appointment.

The chief of police shall, by rule, prescribe the qualifications and standards by which applicants for membership in the police reserve shall be governed, and persons possessing such qualifications and conforming to such standard may be appointed to such reserve by the city manager.

Sec. 27-5. - Deemed to be public officers.

All persons appointed by the city manager, pursuant to the provisions of this article, shall be deemed to be public officers.

Sec. 27-6. - Powers as peace officers.

In the enforcement of the penal laws of the state or the penal ordinances of the city, and in the performance of such other duties as may be designated by the chief of police, every duly authorized member shall be deemed to have all the powers of a peace officer.

Sec. 27-7. - Duties generally; obstructing, etc., performance of duties.

Members shall perform only such public service as may be ordered by the chief and it shall be unlawful for any person to wilfully resist, delay or obstruct any member in the discharge, or the attempt to discharge, of any duties of his office.

Sec. 27-8. - Duties pertaining to civil defense.

In addition to the duties assigned by the chief of police, the reserve is assigned the duty of preparing against the perils of civilian life and property that may be expected to result from attack, or during war, or from any disaster that may threaten lives and property in the city.

Sec. 27-9. - Compensation; how death or injury benefits computed.

Members of the Salinas police reserve shall receive compensation from the city for any service rendered in such amounts as may be prescribed by the city manager, but in no event shall such compensation exceed the amount which would be paid to a patrolman of the police department for similar service. In the event of injury or death to a member of the police reserve while he is discharging duties assigned to him by the chief, such member or his beneficiaries shall be entitled to benefits provided by the workmen's compensation laws of the state, and such benefits shall be based upon the salary of a patrolman in the police department.

Sec. 27-10. - Medical, etc., benefits.

Members suffering injury arising out of and in the course of duties assigned to them by the chief of police, are entitled to such medical care, hospitalization, and other benefits as the city may, by ordinance, provide, or to such benefits as such members shall be entitled to under the workmen's compensation laws of the state.

Sec. 27-11. - Dismissal or resignation.

The city manager, upon recommendation of the chief of police, may dismiss a member from the reserve, without any hearing whatsoever, and each member shall have the right to resign from the reserve at any time.

Sec. 27-12. - Minimum hours of duty.

To be eligible to membership in the police reserve, each applicant shall indicate his willingness to serve a minimum of nine hours per month in the public service, and where any member has failed to give such minimum hours of service for a period of two months, the chief shall inquire into the reasons therefor, and unless good reason is shown for such failure to render the minimum hours herein required, the chief may recommend to the city manager the dismissal of the member from such reserve.

Sec. 27-13. - Administration generally.

The chief of police is empowered and directed to appoint administrative officers from the officers of the regular police department and to prepare and promulgate such organizational orders, rules and regulations, and revisions, and amendments thereof, as may be, in his discretion, necessary to carry out the express intent of this article.

Sec. 27-14. - Uniform, badge, etc.—Generally.

The uniform, badge and equipment, to be worn and carried by the members, shall be prescribed by the chief of police.

Sec. 27-15. - Same—By whom purchased.

The uniform, badge and other equipment worn and carried by members of the Salinas police reserve shall be provided by the city; provided, however, that upon separation of any person from the Salinas police reserve, all equipment, badges and uniforms issued to him shall be returned to the Salinas police department. The city is authorized to purchase a uniform, badge and other equipment or portions thereof for members, out of public funds, upon recommendation of the city manager.

Sec. 27-16. - Impersonation prohibited.

It shall be unlawful for any person to falsely impersonate or represent himself to be a member of, or to wear, use or possess a badge used by the Salinas police reserve.
