Sec. 27-1. - Desire to receive state aid.

The city desires to qualify to receive aid from the state under the provisions of Chapter 1 of Title 4, Part 4, of the Penal Code.

Sec. 27-2. - Adherence to state recruiting and training standards.

Pursuant to Section 13522 of Chapter 1 of Title 4, Part 4, of the State Penal Code, the city, while receiving aid from the state pursuant to such chapter, shall adhere to the standards for recruitment and training established by the California Commission on Peace Officer Standards and Training.

Sec. 27-2.5. - Minimum staffing of sworn personnel.

The city desires to maintain a minimum number of sworn peace officer personnel employed in the Salinas Police Department. The minimum number of sworn peace officer personnel shall be one hundred thirty-seven. The city manager shall develop an annual operating budget for the city of Salinas which shall provide resources necessary to support the minimum number of sworn police officers as a first priority. Any and all special tax revenues dedicated to providing police protection services, including but not limited to sworn police personnel, shall be used by the city to provide police personnel in addition to the minimum number of sworn peace officer personnel established by this section.
