Sec. 23-17. - Permit—Required.¶
Before any person shall engage in the business of buying or selling old rope, iron, brass, copper, tin, lead, rags, slush, empty bottles, paper, bagging or other junk, whether at a fixed place of business or as an itinerant peddler, he shall make an application to the council for permission to engage in such business.

Sec. 23-18. - Same—Application; issuance.¶
Such application shall be referred to the chief of police, who shall make an investigation concerning the character of the applicant, and within seven days shall report thereon to the council. Upon receiving such report the council shall grant or deny the applicant permission to engage in such business; and such permission shall be granted unless it shall appear from such report of the chief of police that the applicant is not a person of good moral character or has not a good character in respect to honesty and integrity.

Sec. 23-19. - Same—Revocation.¶
Any person who fails to obey the provisions of this article or who conducts his business in an unlawful manner may have the permission to conduct such business revoked by the council.

Sec. 23-20. - Record book.¶
Every person maintaining or operating a junk shop or junk yard, shall keep at his place of business a substantial, well bound book and shall promptly enter therein an exact description of all personal property purchased by him, date of purchase, name and address or place of business of the person from whom purchased, and all particular or prominent marks of identification that may be found on such property. Such books shall be kept neat and clean, and all entries made therein shall be neatly and legibly written in ink. The book and the property of the business shall at all times during the ordinary hours of business be open to the inspection of the chief of police or any police officer of the police department.

Sec. 23-21. - Time articles to be held before sale.¶
All junk purchased by owners or keepers of junk shops or junk yards shall be held for a period of at least five days before the same shall be sold.

Sec. 23-22. - Pawnbroking prohibited.¶
No owner or keeper of a junk shop or junk yard shall receive any personal property by way of pledge or pawn, nor shall any owner or keeper of a junk shop or junk yard engage in the business of pawnbroking on the same premises wherein a junk shop or junk yard is located.

Sec. 23-23. - Hours of operation; purchases from minors.¶
No junk peddler shall purchase or collect any junk between the hours of 6:00 p.m. and 6:00 a.m. or at any time from minors under the age of eighteen years.

Sec. 23-24. - Badge.¶
Every junk dealer and every person in his employ, during the hours of employment, shall wear on his person, so as to be easily seen and read, a metal tag, bearing the designation: "Junk dealer's license tag, Salinas City, Cal.," the same to be procured from the chief of police, who shall furnish the same to the persons who are enTitled to and who are required to wear the same.
