Sec. 1-07.01. - Findings.¶
(a) Electronic signature technology allows the City of Salinas to collect and to preserve signatures on documents quickly, securely, and efficiently.
(b) The conditions under which the City of Salinas will accept electronic signatures on documents are a municipal affair within the purview of the city council to regulate in accordance with the Salinas Charter.

Sec. 1-07.02. - Electronic records and electronic signatures.¶
(a) In any document used or accepted by the city in which a signature is required, the city shall not deny the force and effect of an electronic signature is if:
(1) The identity of the person using the electronic signature is capable of verification; and
(2) The signature is linked to the document in such a manner that it is readily ascertainable if the document is changed after the signature is applied.
(b) This section is intended to enable the city to use electronic records, electronic signatures, and digital signatures to the fullest extent allowed by law, and does not limit the city's ability to use electronic records, electronic signatures, or digital signatures in any way.
(c) When a record is required to be in writing, an electronic record satisfies that requirement, if it is in accordance with the Uniform Electronic Transactions Act, as the same may be amended from time-to-time.

Sec. 1-07.03. - Electronic filing of campaign disclosure and economic interest statements.¶
Any elected officer, candidate, committee, or other person required to file statements, reports, or other documents ("statements") as required by Chapter 4 of the Political Reform Act (California Government Code Section 84100 et seq.) may file such statements using the city's online system according to procedures established by the city clerk. These procedures shall ensure that the online system complies with the requirements set forth in Section 84615 of the Government Code. Elected officers, candidates, or committees required to file statements shall file such statements electronically, unless exempt from the requirement to file online pursuant to Government Code Section 84615(a).
Any person holding a position listed in Government Code Section 82700 or designated in the city's local conflict of interest code adopted pursuant to Government Code section 83700, shall file any required statement of economic interest reports (Form 700) online or electronically with the city clerk.
If the electronic filing system fails to accept statements due to technical issues, the filer shall file a statement in paper format with the city clerk. The city's filing system shall make all the data filed available on the city's webpage in an easily understood format that provides the public access.
