5.44.010 - Pushcarts.¶
A. For the purposes of this chapter, "pushcart" means any mobile device with temporary or permanent wheels that is pushed, pulled or otherwise propelled by hand, pedals or by battery, from place to place by any means and which is not required to be registered as a motor vehicle under the Vehicle Code of the state of California, and from which any goods, wares, merchandise, food, food products, or beverages are displayed, vended, dispensed or sold at retail to the public for personal use, enjoyment and/or consumption of the purchaser.
B. Pushcarts Prohibited. Notwithstanding any provision herein to the contrary, no permit or license shall be granted, or renewal processed, to any person, firm, or corporation for the operation of pushcarts which vend food, or merchandise on any street, sidewalk, park, other public property, or on any privately owned parking lot open to the public in the City as defined in subsection A of this section.

5.44.020 - Itinerant vendors.¶
A. No person shall display goods or offer same for sale from any vehicle or pushcart.
B. No person shall display or offer for sale or sell foodstuffs from a motor vehicle or other vehicle subject to registration with the Department of Motor Vehicles within three hundred (300) feet of a school.
C. No person, except as specifically authorized by Section 17.12.260, shall display, or offer for sale, goods in violation of Sections 17.36.070, 17.48.060, 17.44.070 or 17.56.100, which require that all display of merchandise, with certain listed exceptions, for sale be wholly within an enclosed building.

5.44.030 - Violations—Penalties.¶
Violation of these sections shall be a misdemeanor and shall be punishable by a fine not to exceed one thousand dollars ($1,000.00) and/or not to exceed six months' imprisonment in the Los Angeles County Jail.
