6.48.010 - Keeping contrary to law a nuisance.¶
Any animal being kept or maintained contrary to the provisions of this title or any other ordinance of the City or any State statute shall constitute a nuisance and shall be abated by the Director as provided for by law.

6.48.020 - Dog nuisance abatement.¶
When written complaint has been made under oath or under the penalty of perjury by any person to the City Manager that any dog is a nuisance by reason of running or charging at or after any person, moving or otherwise, or any horseback rider, vehicle or bicycle, or destroying any property, such dog, after investigation, may be declared to be a public nuisance by the City Manager within five days after receipt of the written complaint. Such complaint shall state the name and address of the owner of the dog and the time and place where the act or acts complained of occurred. The City Manager shall serve written notice of such complaint and the alleged facts of the person owning or having custody of such dog by delivery to him or to some person over the age of eighteen years at the address of the owner or person having custody of such dog or, if no such person be found, by affixing such written notice securely to the door of the building at such address and by sending a copy thereof forthwith by certified or registered mail to said address. After service of such notice, the owner shall thereafter keep said dog securely tied within an adequate enclosure or on a leash, or in the alternative, the owner may elect to cause said dog to be permanently removed from the City and, upon removal, shall thereafter file an affidavit to that effect with the City Manager.

6.48.030 - Dog businesses prohibited.¶
It is unlawful for any person in the City to carry on any commercial or business activity relating to the buying, selling, bartering, breeding, boarding or raising of dogs for which a consideration if charged directly or indirectly.

6.48.040 - Limit on number of dogs.¶
Except as provided in Chapter 6.52, it is unlawful for any family to own, harbor, maintain, possess or have control of, in the City after August 14, 1975, more than three dogs over the age of four months.

6.48.050 - Livestock and wild species keeping requirements.¶
It is unlawful for any person in the City who is the owner of or has control of any ox, steer, bull, cow, horse, colt, jack, mule, calf, sheep, goat or any animal commonly referred to as a wild species to:
A. Permit such animal to run at large in the City;
B. Tie, stake, pasture, or permit the tying, staking or pasturing of any such animal upon any private property within the limits of the City without the consent of the owner or occupant of such property, or in such a way as to permit any such animal to trespass upon any street, road, land or other public place or upon any such private property; or
C. Permit any of said animals to be or remain during the nighttime secured by stake, or secured in any other manner other than by enclosing such animal or by such securely fastening such animal by means of a rope or chain of sufficient size, strength and weight to effectively restrain such animal; or
D. Fail to provide the necessary sustenance, drink, shelter or protection from the weather or otherwise.

6.48.060 - Keeping swine.¶
It is a nuisance to, and no person shall, keep or maintain any swine within the City as defined in Section 6.08.160, except that no more than two pot-bellied pigs as defined in Section 6.08.132 may be maintained as domestic pets.
