3.04.010 - Property assessment and tax collection.¶
From and after the effective date of this section, the duties of assessing property and of collecting taxes, provided by law to be performed by the assessor and the tax collector of the city, shall be performed by the county assessor and the county tax collector, in accordance with the provisions of Sections 51500 to 51519, inclusive of the Government Code.

3.04.020 - Claims and warrants—Processing.¶
Claims, demands and warrants shall be processed in the form and manner as recommended by the city manager, as approved by the city council.

3.04.030 - Audits.¶
Upon recommendation of the city manager, the city council shall obtain the services of a qualified person or firm to conduct periodic audits of all of the city's financial books and records, if it finds the public interest so requires.

3.04.040 - Capital outlay fund.¶
A capital outlay fund for the city is created. The fund shall be utilized for the purposes set forth in Section 53730 et seq. of the Government Code.

3.04.050 - Other funds—Establishment.¶
The city council, upon recommendation of the city manager shall, by resolution, establish such other funds as may be required.

3.04.060 - Fees.¶
From and after the effective date of the ordinance codified in this section, unless otherwise specified by state law, and excluding those fees established for contract services provided by the county of Los Angeles and others, all permit fees, city service charges and other fees, charges, extractions, and required payments for municipal services, inspections, enforcement activities or for any other purpose, may be established, amended, fixed or modified by resolution of the city council, in addition to any other method prescribed by the Rolling Hills Estates Municipal Code or other law or regulation pertaining thereto. When so prescribed by resolution, the amount thus established shall prevail over any inconsistent provision of the municipal code.
