17.58.010 - Purpose. ¶
In order to provide for controlled, orderly growth consistent with the city's general plan, nonresidential development will be regulated by a precise plan of design.

17.58.020 - Required. ¶
No new commercial use may be commenced, and no grading or building permits issued for any structure to be used for or in conjunction with such use, until a precise plan of design delineating a plan of development for the entire site of one or more parcels, has been approved.

17.58.030 - Application—Fees. ¶
Applications for a precise plan of design must be made on a department-approved form and include all required submissions and will be subject to such fees as may be established by the city council.

17.58.040 - Determination. ¶
The planning commission will approve, approve with conditions, or deny the application for a precise plan of design. If the proposed plan would substantially depreciate property values in the vicinity or would unreasonably interfere with the use and enjoyment of property in the vicinity, and the protection of the
public peace, health, safety and welfare, such plan may be denied or so conditioned to remove or lessen such objections. In approving a precise plan of design, the commission must consider the following:
A.
The plan complies with all applicable provisions of Title 17 (Zoning).
B.
The following aspects of the plan are designed so as to avoid or lessen adverse effects on surrounding property:
1.
Buildings, structures and improvements,
2.
Vehicular ingress, egress and internal circulation,
3.
Setbacks,
4.
Height of buildings,
5.
Location of services,
6.
Walls and fences,
7.
Landscaping,
8.
Lighting, and
9.
Signage.
C.
The plan has been designed to meet all applicable development standards and is consistent with the city's general plan.

17.58.050 - Modification. ¶
Any modification of an approved precise plan of design (including any alterations to parking areas, building exteriors, substantial grading or filling, construction of any new structures, or addition of floor area to any existing structures) is subject to approval by the planning commission in the manner as the original plan was first approved.
