Any owner of property on which a fire has occurred, shall remove all debris resulting from the fire and the efforts to suppress the fire within thirty days of the fire, or the completion of any fire investigation, whichever is later.

Where a structure fire has resulted in major loss or destruction of the structure, or at the direction of the building official, any owner of property on which the structure fire has occurred shall erect a six foot high fence that completely secures and surrounds the site. The fence shall be constructed of chain link, or other equivalent fencing, as approved by the building official; provided, however, that a solid fence, such as wood board, shall not be allowed. Required fencing shall be constructed within thirty days of the fire, or the completion of any fire investigation, whichever is later.

Where a structure fire has occurred, and the building official has declared the structure to be substandard within the meaning of Health and Safety Code 17920.3 or dangerous under any applicable building code provision, including California Fire Code Section 111, the owner shall secure each opening, such as a garage door, entry and exit doors and windows to the structure, so as to prevent entry within thirty days of the structure fire, or the completion of any fire investigation, whichever is later. Materials used for securing openings shall be plywood or other equivalent material, as approved by the building official.
