5.12.010 - Definitions.¶
A. "Cardroom" and "gaming club" means any space, room or enclosure where games of cards or similar games are played, and to which the public, or any portion of the public, is invited to participate in such games, with or without the payment of consideration.
B. "Games of cards or similar games" means any game played with cards, dice, or any device, for currency, check, credit or other thing of value, as a result of any such game, and which it not prohibited and made unlawful by the laws of the state of California.

5.12.020 - Cardrooms and gaming clubs prohibited.¶
A. It is unlawful for any person, for himself or for any other person, to own, engage in, carry on, maintain, or conduct any cardroom or gaming club, either independently or as a use incidental to any other use or business, within the city.
B. It is unlawful for any person to deal, play, or carry on, open, or caused to be opened, or to conduct or cause to be conducted, as owner or employee, whether for hire or not, any game of cards or similar game in a cardroom or gaming club, as those terms are defined in this chapter.
