Editor's note— Ord. No. 1201, § 3, adopted April 14, 2026, repealed the former chapter 3.28, §§ 3.28.010—3.28.060, and enacted new chapter 3.28 as set out herein. The former chapter pertained to similar subject matter and derived from Ord. No. 355 §§ 1—6, adopted 1978; Ord. No. 397 § 1, adopted 1979; Ord. No. 982, §§ 1—5, adopted March 27, 2012.
3.28.010 - Proposal—Submission to council.¶
A. Not later than May 15 in each odd-numbered year, the city manager shall submit to the city council a proposed budget for the two fiscal years commencing July 1 of odd-numbered year. Such budget shall contain itemized statements for recommended city expenditures and estimated revenues for each of the two fiscal years and be accompanied with a comprehensive budget memo presenting the various components of the budget and their anticipated impact on the city's fiscal condition.
B. The city manager may require a department director or employee to furnish whatever information is deemed necessary to prepare the proposed budget.
C. The proposed two-year budget shall be accompanied by a proposed resolution establishing an organizational plan, positions and classifications of employment and fixing the compensation of employees and elected officers. Such resolution may delegate certain budgetary functions and authority to the city manager as the city council determines appropriate or necessary.
D. On at least one occasion during each even-numbered year, the city manager shall submit to the city council a mid-cycle budget for the purpose of reporting of expenditures and budget status for year one of the two-year budget cycle and to review the second fiscal year of the adopted two-year budget. The mid-cycle review shall include updated revenue and expenditure projections and recommended appropriations as necessary to maintain a balanced budget. The mid-cycle review shall be submitted at a time determined by the city manager.

3.28.020 - Presentation—Revised budget.¶
The city council shall conduct one or more budget workshops on the proposed two-year budget and shall make such changes therein as may be deemed appropriate. Thereafter, the city manager shall submit to the city council a revised two-year budget based on the changes directed by the city council.

3.28.030 - Final adoption.¶
The city council shall adopt a final budget for two fiscal years on or before June 30th of each odd-numbered year, by resolution. Adoption of the two-year budget shall constitute appropriations for each of the two fiscal years of the two-year budget period.

3.28.040 - City council control.¶
As often as may be deemed appropriate by the city council, or as otherwise may be recommended by the city manager, the city manager shall submit reports, reviews, and recommendations to the city council concerning the adopted budget, including but not limited to revisions or amendments to the two-year budget, for city council review and adoption. The council shall control the submission, approval, amendment, and enforcement of the budget and the filing of claims thereunder by all city departments or employees. Nothing contained herein shall be construed to limit or preclude the ability of the city council to delegate to the city manager any and all budgetary and administrative authority appropriate or necessary to effectuate and administer the adopted budget.
