16.20.010 - Required when.¶
Except as provided in this chapter, a parcel map shall be filed and recorded for any subdivision for which a final map is not required by the Subdivision Map Act.

16.20.020 - Exceptions.¶
A. The commission may by resolution waive the requirement for a parcel map if it determines such map is not required because the proposed division of land complies with all the provisions of the Subdivision Map Act and this title, and it makes the findings set forth in Section 66428 of the Subdivision Map Act.
B. If the commission determines that a parcel map is not required it shall find and record in writing in the office of the recorder of the county that the proposed division of land complies with the provisions of this title.

16.20.030 - Tentative map required.¶
A tentative map shall be submitted for all land to be divided by a parcel map. Except as provided in this chapter, the tentative map shall be processed in accordance with the provisions of Chapter 16.16.

16.20.040 - Filing deadline.¶
Within thirty-six months of the date of approval or conditional approval of a tentative map, the subdivider may cause a parcel map to be prepared and filed in accordance with the tentative map as approved in accordance with the provisions of this chapter and the Subdivision Map Act.

16.20.050 - Failure to file.¶
Failure to file a parcel map within thirty-six months of the date of approval or conditional approval of a tentative map, or within any extended period of time granted by the planning commission in accordance with the provisions of this chapter, shall terminate all proceedings. Before a parcel may thereafter be filed, a new tentative map shall be filed in accordance with the provisions of this chapter.

16.20.060 - Extension of deadline.¶
A. The commission may grant one or more extensions of time up to, but not exceeding, a total of an additional six years beyond the initial thirty-six months allowed for the filing of a parcel map. Applications for time extensions shall be made in writing to the planning department prior to the expiration of the tentative map. The application shall include a justification for approval of the extension, an explanation stating the reason the map was not finalized within the initial map life, and an anticipated project activity timeline. A representative for the project shall also be required to be present at any/all public hearings for the extension. Upon submittal of a complete application to extend the map, the map shall be automatically extended for sixty days or until the application for the extension is approved, conditionally approved, or denied, whichever occurs first. A fee for processing any such extension shall be required in an amount to be determined by resolution of the council.
B. Denial of a time extension by the commission may be appealed to the council as provided in subsection (c) of Section 66463.5 of the Subdivision Map Act.

16.20.070 - Preparation—Requirements generally.¶
The parcel map shall be prepared by or under the direction of a registered civil engineer or licensed land surveyor and shall conform to the requirements of the Subdivision Map Act and to the following:
A. General form and layout of the map, including size and type of lettering, drafting and location of acknowledgements, etc., shall be as determined by the city engineer.
B. The scale of the map shall be one inch equals fifty feet, unless otherwise permitted by the city engineer, but in any case the map shall show clearly all details of the subdivision.
C. All dimensions shall be shown in feet and hundredths of a foot.
D. If more than three sheets are necessary to show the entire subdivision, an index map shall be included on one of the sheets.
E. Parcel map number, scale and north point shall be shown on each sheet.
F. A title sheet, designated as page number 1 of the parcel map, shall be provided; except where the size of the subdivision permits, the information to be required to be shown thereon may be shown on the same sheet as the map of the subdivision.
G. The parcel map shall be so made and shall be in such condition when filed that legible prints and negatives can be made from it.

16.20.080 - Title sheet.¶
There shall be a title sheet which shall include the following information:
A. Title, comprising the parcel map number as secured from the planning department, placed at the top of the sheet, followed by the words, "City of Rocklin;"
B. Below the title shall be a subtitle consisting of a description of all the property being divided by reference to a map or maps, final judgment in any action in partition, maps previously filed under authority of the Subdivision Map Act, or by reference to any plat of any United States survey, whichever of the above are applicable. References to tracts and subdivisions and the description must be worded identically with original records. References to a book and page(s) of record must be complete.
C. Affidavits, certificates, acknowledgements, endorsements, acceptances and notarial seals required or authorized by the Subdivision Map Act and or by this title.

16.20.090 - Information on map—Tentative map conformance.¶
The parcel map shall substantially conform to the tentative map approved or conditionally approved by the commission including any approved modifications, and shall contain the following information:
A. The boundary line of the subdivision shall be designated by an approximate one-eighth- inch border of light-blue ink applied on the reverse side of the tracing and inside the boundary line. Such border shall be of density to appear on the blue-line print of the map without obliterating any figures, lines or other data;
B. If a field survey is required, all survey data and information required;
C. All lots or parcels intended for sale or reserved for private purposes with all dimensions, boundaries and courses clearly shown and defined in each case;
D. Each parcel, identified by a number, and its relationship to surrounding surveys. The location of any remainder of the original parcel having a gross area of five acres or more shall be indicated but need not be indicated by survey. The location of such remainder parcel may be indicated by deed reference to the existing remainder boundaries;
E. The location and width of streets, alleys, pedestrian ways, and other easements and the portions thereof dedicated or offered for dedication to the city;
F. The lines of existing public or private easements to which the lots are subject, shown in dash line;
G. All limitation on rights of access to and from streets and lots and other parcels of land.

16.20.100 - Data accompanying.¶
The following data in sufficient copies as required by the city engineer shall be filed with the parcel map:
A. The names, addresses and telephone numbers of the record owners, subdivider and persons preparing the parcel map;
B. A filing fee as determined by resolution of the council;
C. A guarantee of title or letter from the title company, certifying that the signatures of all persons making dedications and executing certificates and acknowledgements required by subdivision (f) of Section 66445 of the Subdivision Map Act appear and are correctly shown;
D. If a field survey has been made, the engineer or surveyor under whose supervision the survey was made shall furnish the city engineer field notes or such other information as the city engineer may require;
E. The plans, profiles, cross-sections, specifications, applicable permits for the construction and/or installation of improvements as specified by the city engineer;
F. A final grading plan, if required;
G. The agreement to make improvements and the security for such improvements as required by Article VI of Chapter 16.28;
H. All protective covenants, conditions or restrictions of the subdivision in the form in which the same are to be recorded;
I. All other data required by law or as a condition of approval of the tentative map, and such other information as is required by the city engineer.

16.20.110 - Dedication offers.¶
Offers of dedication(s) of land for public purposes shall be included on the title sheet as provided by subsection D of Section 16.20.080; except, that in those instances approved by the city attorney, the offer of dedication may be made by separate instrument.

16.20.120 - Survey or record-data basis.¶
If the subdivision creates four parcels or less, the city engineer may authorize that the parcel may be compiled from available record data when the location of any boundary on the parcel map, either by monument or possessory lines is certain. All other parcel maps shall be based upon a field survey made in accordance with the provisions of the Subdivision Map Act and this title.

16.20.130 - Execution of certificates—Filing map.¶
The subdivider shall cause the surveyor's certificate to be executed and shall file with the city engineer as many prints of the parcel map as the city engineer requires.

16.20.140 - City engineer action.¶
A. Upon receipt of the parcel map and accompanying data, the city engineer shall examine the same, determine if the parcel map is in substantial conformity with the approved tentative map, its conditions, the Subdivision Map Act and other requirements of this title.
B. The city engineer shall accept, accept subject to improvement, or reject any offer of dedication, either by certificate on the title sheet where the offer is on the title sheet, or on the separate instrument when authorized by Section 16.20.110.
