Editor's note— Ord. No. 1194, § 1, 2, adopted Oct. 28, 2025, repealed the former Ch. 15.04, §§ 15.04.010—15.04.090, and enacted a new Ch. 15.04 as set out herein. 15.04.010 - Building Code—Adopted.¶
A. The 2025 edition of the California Building Code, known as California Code of Regulations Title-24, Part 2, in its entirety, including Appendix I, Patio Covers; Appendix J, Grading, and the administrative regulations, are hereby adopted by reference. There is one copy of said code on file in the office of the building official for use and examination by the public.
B. The 2025 edition of the California Residential Code, known as the California Code of Regulations, Title-24, part 2.5, in its entirety, including Appendix AH, Patio Covers, and the administrative regulations, are hereby adopted by reference. There is one copy of said code on file in the office of the building official for use and examination by the public.
C. The 2025 edition of the California Energy Code, known as the California Code of Regulations, Title-24, part 6, in its entirety, including the administrative regulations, are hereby adopted by reference. There is one copy of said code on file in the office of the building official for use and examination by the public.
D. The 2025 edition of the California Wildland-Urban Interface Code, known as the California Code of Regulations, Title-24, part 7, in its entirety, including the administrative regulations, are hereby adopted by reference. There is one copy of said code on file in the office of the building official for use and examination by the public.
E. The 2025 edition of the California Historical Building Code, known as the California Code of Regulations, Title-24, Part 8, in its entirety, including the administrative regulations, are hereby adopted by reference. There is one copy of said code on file in the office of the building official for use and examination by the public.
F. The 2025 edition of the California Existing Building Code, known as the California Code of Regulations, Title-24, Part 10, in its entirety, including the administrative regulations, are hereby adopted by reference. There is one copy of said code on file in the office of the building official for use and examination by the public.
G. The 2025 edition of the California Green Building Standards Code, known as the California Code of Regulations, Title-24, Part 11, in its entirety, including the administrative regulations, are hereby adopted by reference. There is one copy of said code on file in the office of the building official for use and examination by the public.
H. The 2025 edition of the California Reference Standards Code, known as the California Code of Regulations, Title-24, Part 12, in its entirety, including the administrative regulations, are hereby adopted by reference. There is one copy of said code on file in the office of the building official for use and examination by the public.
I. The 2025 edition of the California Administrative Code, known as the California Code of Regulations, Title-24, Part 1, in its entirety, is hereby adopted by reference. There is one copy of said code on file in the office of the building official for use and examination by the public.
J. The city adopts by reference the provisions of California Health and Safety Code Section 17920.3, which defines and establishes the minimum standards for identifying substandard buildings. This section specifies conditions that constitute substandard housing, including inadequate sanitation, structural hazards, lack of weather protection, faulty plumbing, electrical or mechanical systems, and other conditions that endanger health and safety.
By adopting these state standards, the city ensures consistency with the State Housing Law (Health and Safety Code §§17910 et seq.) and the California Code of Regulations, Title 25, which implement those requirements. This adoption provides the city with clear legal authority to investigate, cite, and abate substandard housing conditions within its jurisdiction.

15.04.020 - Plumbing Code—Adopted.¶
The 2025 edition of the California Plumbing Code, known as the California Code of Regulations, Title-24, Part 5, in its entirety, including Appendix A, Recommended Rules for Sizing the Water Supply System, and the administrative regulations, are hereby adopted by reference. There is one copy of said code on file in the office of the building official for use and examination by the public.

15.04.030 - Mechanical Code—Adopted.¶
The 2025 edition of the California Mechanical Code, known as the California Code of Regulations, Title-24, Part 4, in its entirety, including the administrative regulations, are hereby adopted by reference. There is one copy of said code on file in the office of the building official for use and examination by the public.

15.04.040 - Electrical Code—Adopted.¶
The 2025 edition of the California Electrical Code, known as the California Code of Regulations, Title-24, Part 3, in its entirety, including Annex H, Administration and Enforcement, are hereby adopted by reference. There is one copy of said code on file in the office of the building official for use and examination by the public.

15.04.050 - Fire Code—Adopted.¶
The 2025 edition of the California Fire Code, known as the California Code of Regulations, Title-24, Part 9, in its entirety, including Appendix B, Fire-Flow Requirements for Buildings; Appendix BB, Fire-Flow Requirements for Buildings; Appendix C, Fire Hydrant Locations and Distribution; and Appendix D, Fire Apparatus Access Roads, are hereby adopted by reference. There is one copy of said code on file in the office of the fire chief for use and examination by the public.

15.04.060 - Fire Code—Amended.¶
The Fire Code adopted by Section 15.04.050 is amended as follows:
A. Chapter 3, Section 307 of the Fire Code is amended to read as follows:
307 Open Burning. No person shall conduct open burning within the City of Rocklin.

15.04.070 - Property Maintenance Code—Adopted.¶
The 2024 edition of the International Property Maintenance Code published by the International Code Council, is hereby adopted by reference. There is one copy of said code on file in the office of the building official for use and examination by the public.

15.04.080 - Uniform Swimming Pool, Spa and Hot Tub Code—Adopted.¶
The 2024 edition of the Uniform Swimming Pool, Spa and Hot Tub Code Published by the International Association of Plumbing and Mechanical Officials is hereby adopted by reference with the exception of section 803.0 et seq., Barrier Requirements, which is not adopted. There is one copy of said code on file in the office of the building official for use and examination by the public.

15.04.090 - Penalty and enforcement.¶
Any person who violates a provision of this code or shall fail to comply with any of the requirements thereof or who shall erect, install, alter, repair or do work in violation of the approved construction documents or directive of the fire code official, or of a permit of certificate used under provisions of this code, shall be guilty of a misdemeanor, as the same is now, or may hereafter be defined by the laws of the State of California. Each day that a violation continues after due notice has been served shall be deemed a separate offense. For the purposes of Chapters 1.08 and 1.14 of this code, the official or officials designated as the enforcing authority under each code adopted hereby, and/or the city manager, shall be the enforcing authority. The fire chief is hereby designated the enforcing authority for all standards promulgated by the office of the state fire marshal.
