Richmond Municipal Code Art. X Charter

This charter shall take effect at noon on July 1, 1909; provided that all provisions relative to elections, and the nomination of candidates for public office shall be operative upon the approval of this charter by the legislature, and the Board of Trustees of the City of Richmond is hereby directed to provide for all elections to be held prior to the first day of July, 1909, and to issue certificates of election to the persons elected to the office of Councilmember.

All of the officials of the City of Richmond in office at the time this charter takes effect shall continue to perform the duties now required of them until their successors are appointed and qualified as in this Charter provided.
