6.24.010 - Administration.

These regulations shall be known as the "Housing Code," may be cited as such, and will be referred to herein as "this chapter."

This code is one of the technical codes of Building Regulations and is administered under Chapter 6.02 of the Municipal Code of the City of Richmond as such.

6.24.020 - Legislative findings.

The Council finds, determines and declares that there exists and has existed for many years appreciable numbers of habitations within the City which are undesirable for habitation by being substandard in one or more important features of structure, equipment, maintenance and/or occupancy; that failing enactment and enforcement of a housing code, the number of such deficient habitations will tend to increase and the destructive conditions become aggravated; that such deficiencies adversely affect the public health, safety and general welfare, contribute to overcrowding, unsafe and harmful living conditions, discourage the most appropriate use and development of land and hinder civic improvement.

6.24.030 - Adoption by reference.

The most recent edition of the Uniform Housing Code, published by the International Conference of Building Officials, is adopted by this reference and incorporated herein the same as though fully set forth in this chapter, subject to the amendments, additions and deletions specified in Section 6.04.050 of this chapter. Any new edition of the Uniform Housing Code shall be adopted and shall become effective 90 days after publication of said code in the State Building Standards Code.

6.24.040 - Copies on file.

Three copies of the Uniform Housing Code as adopted by Section 6.24.030, and all amendments thereto, shall be kept on file in the office of the City clerk for inspection by the public.

6.24.050 - Amendments, additions and deletions.

The following amendments, additions and deletions are made to the Uniform Housing Code as adopted by Section 6.24.030 of this chapter:

(A) Addition — Chapter 1, Sec. 103 — Revise the Scope to add the following as an additional paragraph to Sec. 103:

"Sec. 103. . . The Administrative part of this chapter is in addition to the City of Richmond's Building Regulations Administrative Code, Chapter 6.02 of the Municipal Code. Where conflicts occur between this chapter and Chapter 6.02 of the Municipal Code, the provisions of Chapter 6.02 of the Municipal Code shall govern."

(B) Amendment - Section 203 — Revise Section 203(a) of the Uniform Housing Code to read as follows:

"Board of Appeals

Sec. 203.(a) General. Appeals of orders, decisions, or determinations made by the Building Official relative to the application and interpretation of this code shall be heard and decided by the Board of Appeals, the body created by Richmond Municipal Code Section 6.02.130. All references in this code to "the housing advisory and appeals board" or similar reference shall be considered to refer to the 'Board of Appeals.'"

(C) Section 304 is added to Chapter 3, Permits and Inspections, to read as follows:

"Section 304. Whenever a Housing Code Compliance Certificate is requested by a homeowner or his authorized agent, the appropriate fees shall be paid to the Building Official at the time of filing application for such certification. Fees shall be established by resolution of the City Council."
