14.04.010 - Words and phrases.¶
The following words and phrases when used in this article shall, for the purpose hereof, have the meanings respectively ascribed to them in this chapter.
14.04.020 - Motor vehicle code definitions to be used.¶
Whenever any words or phrases used herein are not defined, but are defined in the Vehicle Code of the state of California and amendments thereto, such definitions shall apply.
14.04.040 - Central traffic districts.¶
"Central traffic districts" mean all streets and portions of streets including both sides of mentioned streets within the area described as follows:
Beginning at the intersection of Chanslor Avenue and First Street, northerly on First Street to Barrett Avenue, thence easterly on Barrett Avenue to Twenty-seventh Street, thence southerly on Twenty-seventh Street to Broadway, thence southwesterly on Broadway to Espee Avenue, thence northwesterly on Espee Avenue to Chanslor Avenue, thence westerly on Chanslor Avenue to the point of beginning.
Additional streets to be included in this district are:
Tenth Street between Barrett Avenue and Pennsylvania Avenue; Tenth Street between Chanslor Avenue and Cutting Boulevard; Twenty-third Street between Barrett Avenue and the North City Limits; Twenty-third Street between Espee Avenue and Hoffman Boulevard; and Macdonald Avenue between Twenty-seventh Street and San Pablo Avenue, San Pablo Avenue from Santa Fe tracks to Andrade Street.
14.04.050 - Coach.¶
"Coach" means any motor bus, motor coach, trackless trolley, or passenger stage used as a common carrier of passengers.
14.04.060 - Council.¶
"Council" means the council of the city of Richmond.
14.04.070 - Curb.¶
"Curb" means the lateral boundary of the roadway whether such curb be marked by curbing construction, or not so marked; the word "curb" as herein used does not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights of way of public utility companies.
14.04.080 - Divisional island.¶
"Divisional island" means a raised island located in the roadway and separating opposing or conflicting streams of traffic.
14.04.090 - Holidays.¶
Within the meaning of this article, "holidays" are the first day of January, the twelfth day of February, the third Monday in February, the last Monday in May, the fourth day of July, the first Monday in September, the ninth day of September, the second Monday in October, the fourth Monday in October, Thanksgiving Day and the twenty-fifth day of December. If the first day of January, twelfth day of February, fourth day of July, ninth day of September or the twenty-fifth day of December falls on a Sunday, the Monday following is a holiday.

14.04.100 - Loading zone.¶
"Loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
14.04.110 - Official time standard.¶
Whenever certain hours are named herein, they mean standard time or daylight saving time as may be in current use in this city.
14.04.130 - Parkway.¶
"Parkway" means that portion of a street other than a roadway or a sidewalk.
14.04.140 - Parking meter.¶
"Parking meter" means a mechanical device installed within or upon the curb or sidewalk area, immediately adjacent to a parking space, for the purpose of controlling the period of time occupancy of such parking meter space by any vehicle.
14.04.150 - Passenger loading zone.¶
The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.
14.04.160 - Pedestrian.¶
14.04.170 - Police officer.¶
Every officer of the Police Department of this City or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.
14.04.180 - Stop.¶
When required, means complete cessation of movement.
14.04.200 - Vehicle code.¶
The Vehicle Code of the State of California.
14.04.210 - Speed meter.¶
Any electrical or mechanical device to measure speed of moving vehicles.
14.04.220 - Alley.¶
Any unnamed street less than twenty-five feet in width between property lines.
14.04.230 - Public place.¶
Includes all property owned or under control of a public entity.
