Richmond Municipal Code Ch. 1.12 Administrative Charges

The Finance Director of the City of Richmond is authorized to collect from any individual, partnership or corporation an administrative charge for any check which is presented to the City as payment for a service or fee and which is subsequently returned to the City by the bank upon which the check was drawn. The administrative charge assessed shall be determined by the Finance Director and shall be based upon the actual costs incurred by the City in processing returned checks. However, under no circumstances shall the administrative charge assessed be less than ten dollars ($10.00).
