9-3-1: DEFINITIONS AND CONSTRUCTION:¶
The definitions of words used in this chapter and the construction of words and provisions thereof used herein shall be as set forth in section 10-2-3 of this code. In addition thereto, "buildings" shall include all types of structures including commercial, residential, apartment and/or storage facilities. (Ord. 377, 5-4-1965)
9-3-2: NUMBERING REQUIRED:¶
A. Required: All entrances from public streets to buildings within the hereinafter described area shall be numbered as in this chapter provided, and the building official shall assign building numbers within the hereinafter described area.
B. Size Of Numbers: Building numbers shall be legible, of durable construction and not less than three inches (3") high.
C. Maps And Records:
The planning commission shall cause to be prepared maps for use in recording and plotting numbers and, in general, depicting the numbering system.
The planning commission shall prepare a building number form upon which assigned numbers shall be recorded, a copy of which shall be given to the person requesting same.
All assigned numbers shall be placed on the numbering maps drawn to scale by the building official. In addition, said official shall maintain a file system of the numbers by some suitable method.
D. Date Of Removal And Placement Of New Numbers: After the effective date hereof, the owner or occupants of the building shall, after being assigned a new number, remove the old number, if any, and place the new number on the structure. The removal and placement of a new number thereon shall be accomplished within thirty (30) days after the assignment by the building official or his agents. If the owner and/or occupant fail to do so when required by the city building official, such person shall be deemed guilty of a misdemeanor. (Ord. 377, 5-4-1965)
9-3-3: ASSIGNMENT AND PLACEMENT OF NUMBERS:¶
A. Buildings Located Back Of Property Line:
In all cases where the building is located on or back of the property line of the street on which the same fronts, the numbers may be placed or maintained either at the side of the main entrance, upon the porch or piazza, at the side of the gateway of said property, or upon any steps or other structure near and back of the property line thereof and shall be mounted in such a manner that the same may be plainly seen from the street in front of said property and in such a manner that the same will not be hidden from view from the street by any trees, shrubs or other obstructions, but not to exceed fifty feet (50') from the street.
Where two (2) or more houses are located on the same lot, the official shall assign separate cardinal numbers to each house. No fractional numbers shall be used.
B. Corner Lots: Buildings located on corner lots shall be assigned with appropriate numbers on that street having the main entrance.
C. Apartment Houses: Each apartment unit shall be numbered separately. In the event that separate cardinal numbers are not practical, letter designations, excepting letters "I" and "O", shall be used.
D. Areas Designated: For the purpose of assigning numbers to the buildings, the entire area is hereby divided into two (2) parts, namely, "A" and "B".
Group A is hereby designated as that portion of the city which was a part of the city at the date of incorporation, excepting and excluding therefrom avenues: North, South, East and Reed. Buildings in area A shall be assigned numbers in accordance with section 9-3-4 of this chapter.
Group B is hereby designated as: the balance of the city of Reedley; North, East, South and Reed Avenues and the extension of those streets east, west, north and south in the city and in the county of Fresno extending to, but not including, the following metropolitan boundary streets:
Englehart, Floral, Lac Jac and Adams Avenues. (Ord. 377, 5-4-1965)
9-3-4: TIERING:¶
A. Definition: The term "tier" or "block tier" means all blocks between two (2) parallel and adjacent streets in any direction. The blocks in said tier shall be assigned the same number, for example, all blocks between F and G Streets shall have the tier number 1600 and, transversely, all blocks between 10th and 11th Streets shall have the tier number 1000.
B. Units And Spacing: Except as otherwise provided, each unit of house number shall represent a frontage or space of twelve and one-half feet (121/2'), and each unit of block tiers shall represent one hundred (100) numbers. The numbers shall progressively increase in successive tiers by one hundred (100) numbers as for example 100, 200, 300, and so on.
C. Base Numbers: The tiers running parallel with each other shall control the base number, to which all space numbers on included transverse streets shall be added by adding one to the tier number and increasing the tier numbers in the direction of increase.
D. Tier Locations: Reference is hereby made to blocks 56, 57, 72 and 73 of the city, according to the map on file in the office of the county recorder of the county. The units are blocks and tiers which run parallel to the Santa Fe railroad and are located at the northwest corner of area A; city block 73 is hereby numbered 600. Progressing in a southerly direction from said block in area "A" to the limits of said area, the blocks shall be numbered in an increasing manner.
E. Alternate Tiers: The tiers running transversely to those described in subsection D of this section shall begin at blocks 3 and 4 of the city with number 1100. Progressing in a southwesterly direction, the next tier shall be numbered 1200. The number 1200 shall contain all blocks between B and C Streets. Thence, southwesterly said numbers shall increase in successive tiers to the southwest corner of area A. Likewise, all successive parallel tiers running in a northeasterly direction from said blocks 3 and 4 shall decrease one hundred (100) numbers for each tier of blocks. (Ord. 377, 5-4-1965)
9-3-5: DIRECTION OF NUMBERING:¶
The numbered spaces for buildings shall increase in the direction of increased tiers. Proceeding along a street in this direction, the odd numbers shall be on the right beginning with "1" added to the tier number, and the even numbers shall be on the left added in like manner; for example the first space of twelve and one-half feet (121/2') on the left of G Street from the corner of G and 10th Streets going southeasterly on G Street, shall be numbered 1000 and so on, and the like space on the right shall be numbered 1001 and so on. 9-3-6: GRID SYSTEMS:¶
A. Area B: Area B shall be numbered according to a grid system. The base line of said system is hereby designated as follows:
Frankwood Avenue as the north-south axis; and
Springfield Avenue as the east-west base line.
As the city expands, the prolongation of said streets as base lines and the alignment of other streets and/or numbers therewith shall be followed as far as is practical.
B. Building Numbers:
Fifty (50) building numbers are hereby provided for each side of the street in each block. Sixteen (16) blocks are hereby designated for each section of a mile in length, whether said blocks exist or not. Beginning at the intersection of the base, Frankwood and Springfield Avenues, numbers shall be assigned at the rate of one hundred (100) numbers per block.
In order to conform this numbering system to the existing street pattern, the building official may increase or decrease the length of said blocks in order to accomplish the purposes of the grid system. Thus, the frontage per number assigned may vary with each block.
C. Odd And Even Numbers: Even numbers shall be assigned to the buildings located on the north and east sides of the streets in area B. Odd numbers shall be assigned to buildings located on the south and west sides of the streets in said area.
D. Street Orientation: Streets oriented north of the Springfield base line shall have a prefix "north", while streets south of the said base line, shall have a prefix "south". Streets oriented east of the Frankwood Avenue base line shall have a prefix "east", while streets west of said base line shall have a prefix "west".
E. Diagonal Streets: The numbering of diagonal streets shall be progressive and shall be numbered as provided above, i.e., one hundred (100) numbers per block. Depending on the degree of the diagonal, the frontage per number may expand.
F. Curved Streets: The building official shall assign a number according to this system as far as is practical and buildings on curved streets shall be assigned the number for the grid system at that point and said numbers shall progress according to the alignment of the streets. 9-3-7: STREET NAME CONFLICT:¶
The planning commission shall process all cases where street names on the same alignment are different and recommend one name for said street to the city council. After approval by the city council, such name shall be used and applied. (Ord. 377, 5-4-1965)
9-3-8: PROHIBITED ACTS:¶
No person shall wilfully remove or destroy or mutilate any correct number placed on any building as required by this chapter without immediately replacing it with another such number, and any person violating this section shall be deemed guilty of a misdemeanor. (Ord 377, 5-4-1965)
