2-1-1: APPLICATION:¶
All rules and regulations prescribed in this chapter shall apply to all commissions of the city, heretofore or hereinafter created, except as hereinafter expressly excepted. (Ord. 412, 2-20-1968)
2-1-2: REMOVAL OF APPOINTEE MEMBERS:¶
Any appointee member of any commission may be removed by any of the following:
A. The appointing official, subject to the approval of the legislative body.
B. A four-fifths (4/5) vote of the legislative body. (Ord. 94-018, 9-13-1994)
2-1-3: ABSENTEEISM OF APPOINTEE MEMBERS:¶
If any appointee commission member, without excuse accepted and announced by the chair, absents himself from three (3) regular meetings in any calendar year, his position becomes immediately vacant and shall be filled as any other vacancy. At the commencement of every meeting at which a commissioner is absent, the chair shall publicly announce whether or not the chair determined the absence to be excused or unexcused. Excused absences shall include, but not be limited to, those caused by family illness, necessary work related absences from the city on the day of the meeting and other similar circumstances. 2-1-4: TERM LIMITS:¶
Unless there are no new applicants, no person appointed to a commission of the city shall serve more than two (2) consecutive terms on said commission, regardless of the length of the original term, except:
A. The above provision shall not apply on a four-fifths (4/5) vote of the city council suspending said provision or when a member has been appointed to fill a vacancy with less than one-half (1/2) of the balance of the term remaining to be served; and
B. A member who has served two (2) consecutive terms shall be eligible to serve on a city commission other than the one on which he served two (2) consecutive terms, but in any event may serve on only one commission at a time. (Ord. 791, 1-11-1994)
2-1-5: RULES AND REGULATIONS OF COMMISSIONS:¶
Where there are no existing rules or regulations, the rules and regulations for the conduct of meetings of the city council shall apply where not in conflict with the purpose of the commission. Where none of these rules apply and except where modified by any other rules adopted by the commission, "Robert's Rules Of Order" shall apply. All acts and decisions, rules and recommendations of the commission shall be subject to the approval of the city council. (Ord. 462, 1-5-1971)
2-1-6: MEETINGS:¶
All commissions shall hold meetings as called by the chair or at the request of a quorum of the membership, shall adopt rules for the conduct of business and shall keep accurate records of its minutes, resolutions, transactions, findings and determinations, which records shall be a public record maintained in the city clerk's office.
