2-7-1: NEED FOR AGENCY RECOGNIZED 1 :¶
Pursuant to Health and Safety Code section 33101, the city council hereby declares that there is a need for an agency in the city to function in the city as a redevelopment agency. The city council further finds and determines that this need exists because there are certain areas in the city which are characterized by one or more of the conditions set forth in Health and Safety Code sections 33031 and 33032 and these areas constitute physical, social and economic liabilities to the city and require development. The city council hereby further finds and determines that it is in the interest of the health, safety and general welfare of the people of the city to form an agency. (Ord. 727, 12-12-1989)
2-7-2: CITY COUNCIL TO SERVE AS AGENCY BOARD:¶
The city council hereby declares itself to be such an agency, contemplated and authorized by the Health and Safety Code, and hereby designates the official name of such agency as the Reedley redevelopment agency. The elected or appointed members of the city council shall serve as the members of the board of directors of the redevelopment agency. (Ord. 727, 12-12-1989)
2-7-3: NOTICE TO SECRETARY OF STATE:¶
The city clerk is hereby authorized and directed to transmit a certified copy of this chapter to the California secretary of state. (Ord. 727, 12-12-1989)
2-7-4: DECLARATION REGARDING VALIDITY:¶
If any section, subsection, sentence, clause or phrase of this chapter is for any reason held to be unconstitutional or invalid, such decision shall not affect the validity of the remaining portions of this chapter. The city council hereby declares that it would have passed this chapter and each section, subsection, sentence, clause and phrase thereof irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases be declared unconstitutional or invalid.
