2-6-1: COMMISSION CREATED:¶
An airport commission in and for the city is hereby created. Said commission shall be an advisory, investigative and fact finding body to the city council on all matters relating to airport development as provided in this chapter. (Ord. 632, 8-19-1980)
Fixed based operators shall be considered for appointment to the airport commission, not to exceed two (2) fixed base operators serving at any one time. (Ord. 656, 2-2-1982)
2-6-2: MEMBERSHIP:¶
A. Number And Appointment: The commission shall consist of five (5) members. The reduction of the commission membership from nine (9) members to five (5) members shall be achieved by attrition. The commissioners shall be appointed by the mayor subject to approval of the city council. Each commissioner shall hold office until his successor is appointed and qualified. B. Terms:
Members of the commission and their successors shall be appointed for terms of three (3) years each.
The present expiration dates of the terms of members of the airport commission who are serving on said commission as of the effective date hereof shall, notwithstanding the provisions of subsection B1 of this section, continue to be the expiration dates of said terms. (Ord. 791, 1-11-1994)
C. Vacancy: Should a vacancy occur other than by expiration of term, it shall be filled by appointment for the unexpired term. The terms of the commission members shall correspond to their respective official tenures. (Ord. 632, 8-19-1980)
D. Removal, Application To Appointee Members: The rules relating to removal of appointee members and absentation of appointee members as provided in chapter 1 of this title shall apply to said airport commission. (Ord. 632, 8-19-1980)
2-6-3: ORGANIZATION; COMPENSATION:¶
The commissioners shall elect a chair from among the appointed membership. A vice chair shall be appointed by the chair upon the approval of members of said commission. The members of said commission shall serve without compensation. The community services director shall serve as secretary to said commission. Except for the secretary, the officers shall serve a term of one year commencing January 1, 1981 and annually thereafter. (Ord. 632, 8-19-1980)
2-6-4: MEETINGS:¶
Meetings of the commission shall be held in accordance with the provisions of section 2-1-6 of this title. (Ord. 632, 8-19-1980; amd. 2007 Code)
2-6-5: DUTIES AND RESPONSIBILITIES 1 :¶
The airport commission shall be charged with the following:
A. Conduct its meetings in a businesslike manner;
B. Accept as its major responsibility the development of guidelines for the development and use of the airport needs of the community;
C. Recommend policies and guidelines for the development and management of the airport;
D. Review and make recommendations on the annual fiscal operating budgets for said commission;
E. Visit other airport developments, programs and/or facilities whenever possible and feasible;
F. Develop a philosophy for the airport development of the community;
G. Develop and interpret airport development and management programs for the community as required;
H. Hold joint meetings and act in a liaison capacity with other agencies, cities and counties, districts, groups and/or individuals concerned with airport development and management of the said community as required;
I. Review and recommend to the planning commission factors involved in airport development and recommending their adoption into the general plan and zoning ordinance of the city 1 ;
J. Perform or consider any additional duties in airport development or management as may be designated by the city council by resolution, ordinance or directive. The commission should be interested in all matters pertaining to the airport development of the city and the outlying community;
K. Invite prospective aviation and related firms to the city. (Ord. 632, 8-19-1980)
