§ 5-4.501. Revenues.¶
(a) Every person whose premises are served by a connection to the City's Wastewater System whereby the sewage and/or industrial wastes are disposed of by the City through the regional sewage system, or otherwise, shall pay charges as established in this chapter.
(b) The charges provided for in Section 5-4.502 shall be applicable only on premises connected to the City's wastewater system.
(c) The City Council may, from time to time in its discretion by ordinance or resolution, alter, change, amend or revise the charges and rates for services and facilities in connection with the wastewater system.
(d) It shall be the duty of the Engineer to collect the capital facility charge and all other miscellaneous charges provided for in this chapter.
(e) If any person fails to pay any applicable charges when the same become due, the City may, in addition to any other remedies it has, terminate any of the services and facilities provided for in this chapter. City shall have the power to impose a lien on any delinquent fees pursuant to Health and Safety Code Section 5473.5.
(f) All funds and monies received from the collection of wastewater capital facility charges and other miscellaneous charges as herein established, shall be deposited with the City Treasurer. The City Treasurer shall establish and maintain a separate fund to be known as the wastewater fund.

§ 5-4.502. Wastewater capital facility fees.¶
(a) Townhouses, condominiums, and detached dwellings shall be classified as single-family units; all other living units shall be classified as multiple-family units.
(b) The wastewater capital facility fee shall be charged for new development based on land use type as follows:

§ 5-4.503. Charge for excessive sewer maintenance.¶
Any excessive sewer or sewerage maintenance expenses or reconstruction costs including administrative costs attributable thereto shall be charged to the discharger causing or contributing to such conditions and shall be a debt to the City. Any refusal to pay such charges shall constitute a violation of this chapter.

§ 5-4.504. Wastewater sewer user fees.¶
(a) A wastewater sewer user fee shall be charged to each of the three types of residential dwellings at a different flat monthly rate as follows:

The rates as of July 1, 2014 shall remain the same thereafter unless a subsequent rate setting and noticing process is undertaken.
(b) For all nonresidential type users including, but not limited to, industrial, commercial, and institutional usage, the annual wastewater sewer user fee based on water usage shall be as calculated using the following rates:

The rate as of July 1, 2014 shall remain the same thereafter unless a subsequent rate setting and noticing process is undertaken.
The fee for nonresidential type users shall be calculated by multiplying the total annual water use by the above rate. The water usage is established based on the latest actual annual water usage record that is available to the City. On an annual basis the City will recalculate the user fee by using the latest available annual water usage record of each nonresidential user and the latest rate set forth above. Any water proven to be used for boilers, cooling towers, or similar devices that will not be discharged into the wastewater sewer system may be deducted from the annual water usage record for rate calculation purposes.
(c) Property not connected to the wastewater sewer system (i.e., vacant undeveloped property or property on septic) is exempt from the wastewater sewer user fee.
(d) The property categories are based on the land use classes defined for each parcel in the City by the County Auditor-Controller Office. Engineering will maintain and conduct an annual survey to update the wastewater sewer user fee database to incorporate changes such as category of usage, increase or decrease in number of units for residential dwellings, and/or an increase or decrease in annual water usage for all nonresidential users.

§ 5-4.505. Sand, grease and oil separator facilities records inspection fee.¶
(a) Every person required to obtain a license pursuant to Redondo Beach Municipal Code Section 6-1.06 and also engaged in any business that is required to install and maintain a sand, grease or oil interceptor pursuant to Redondo Beach Municipal Code Section 5-4.305 shall also pay an annual sand, grease and oil separator facilities records inspection fee.
(b) The proceeds of the sand, grease and oil separator facilities records inspection fee shall be applied to offset the City's costs of performing the inspections authorized by Chapter 4 of Title 5 of the Redondo Beach Municipal Code and the amount of the sand, grease and oil separator facilities records inspection fee shall not exceed the City's reasonable costs therefor.
(c) The amount of the sand, grease and oil separator facilities records inspection fee shall be established by resolution of the City Council as amended from time to time in accordance with provisions of this section.
(d) The License Clerk and Collector shall administer and collect the sand, grease and oil separator facilities records inspection fee.
(e) No license issued pursuant to Redondo Beach Municipal Code Section 6-1.06 shall be issued or renewed until payment of the sand, grease and oil separator facilities records inspection fee is received by the License Clerk and Collector.
