The commission shall periodically update the city council on the performance of the farming companies and shall make recommendation to the city council regarding the performance of such companies.
B. The commission shall have the authority and responsibility to advise city staff on the oversight and coordination of the marketing of crops produced from the city's citrus groves, for the benefit of the city; provided, however, that the commission shall have no authority to expend any funds, incur any expenses or enter into any contractual obligations on behalf of the city.
