2.50.010: PURPOSE AND INTENT:

The City Council finds and declares as follows:

A. The City enjoys many distinctive arts activities in the schools, in museums, and in the community which enhance the cultural life of the community;

B. The City desires to encourage coordination of arts events, promote and encourage art education, recommend development of facilities for the arts, and institute a program of "Art in Public Places". (Ord. 1970 § 1, 1986: Prior Code § 19600)

2.50.020: EXISTENCE:

There is established a Cultural Arts Commission which shall serve in an advisory capacity to the City Council and make recommendations and determinations relating to the encouragement of the arts. (Ord. 1970 § 1, 1986: Prior Code § 19601)

2.50.030: MEMBERSHIP:

The Cultural Arts Commission shall consist of five (5) members appointed by the Mayor with the approval of the City Council. Each member shall serve for a four (4) year term and until his or her successor is appointed. No person shall serve more than two (2) consecutive full terms unless appointed to an additional term by a four-fifths (4/5) vote of the City Council. Vacancies on the commission shall be filled by appointment by the Mayor with the approval of the City Council for the unexpired portion of the term. Appointments made to fill an unexpired term will constitute a full term if more than one-half (1/2) of a term remains. For example, if a term is four (4) years and an appointment for an unexpired term is for more than two (2) years, this appointment constitutes a full term. The members of the commission shall serve without compensation, shall each be a resident of the City, and neither a member of any other standing commission, board or committee of the City nor an employee thereof. The Council may remove any member of the commission at any time, without cause, by a majority vote. Three (3) members of the commission shall constitute a quorum. 2.50.032: FORFEITURE OF MEMBERSHIP BY ABSENCE:

Any member of the commission who absents himself or herself from any three (3) consecutive regular meetings of the commission, unless excused from such absence by consent of the commission expressed by action recorded in its minutes, shall thereby automatically forfeit his or her position as a member of the commission immediately after adjournment of any such third consecutive meeting at which such member has not appeared. The Chairperson or Secretary of the commission shall thereupon, within three (3) business days, notify in writing the City Council, and any such person so ceasing to be a member of the commission, of such fact; whereupon the vacancy so created shall be filled by appointment pursuant to section 2.50.030 of this chapter. 2.50.040: ORGANIZATION AND MEETINGS:

The commission shall annually elect a Chairperson for the term of one (1) year and other such officers as deemed advisable. The commission shall keep records of all of its proceedings and actions and shall meet quarterly in the months established by separate resolution of the City Council, which may be amended from time to time. The Facilities and Community Services Director, or his/her designated appointee, shall serve as staff to the Cultural Arts Commission. (Ord. 2995 § 11, 2025:Ord. 1970 § 1, 1986: Prior Code § 19604)

2.50.050: DUTIES:

The commission shall have the following duties:

A. Promote public interest in the arts;

B. Recommend new arts programs and sources of funding for those programs;

C. Assist the City Council by recommendation of policies to encourage, develop, and support the arts in Redlands;

D. Advise the City Council in the administration of the City's "Art in Public Places" Program. (Ord. 1970 § 1, 1986: Prior Code § 19605)
