2.14.020: ESTABLISHMENT, COMPOSITION, APPOINTMENT AND COMPENSATION:

A police reserve force is established in the city as a voluntary organization, and which is excluded from the civil service or personnel system of the city; the members of which may receive compensation in the form of a stipend as established by resolution of the city council. The chief of police of the city is hereby empowered to deputize and appoint persons as reserve city police officers pursuant to Penal Code section 832.6. Those persons appointed by the chief of police who are qualified as "designated" level 1 reserve officers shall have the full powers and duties of a peace officer as provided in Penal Code section 830.1; the authority of "nondesignated" level 1 reserve officers shall extend only for the duration of assignment to specific police functions, as determined by the chief of police. All appointments of persons to the police reserve force shall be made without regard to race, sex, creed, religion or political affiliation. (Ord. 2783, 2012)

2.14.030: CHIEF OF POLICE; POWERS AND DUTIES:

Subject to the rules of this article and the rules and regulations of the state, regional and local disaster councils, the chief of police shall have complete authority and control over the members of the police reserve force. He may appoint as members of the reserve any persons whom he deems to be qualified and he may reject any application for membership. He shall provide for the training of members to meet minimum standards set by the state. (Ord. 1630 § 2, 1977)

2.14.040: MEMBERSHIP QUALIFICATIONS:

No person shall become a member of the police reserve force until he is able to meet the requirements prescribed by the chief of police. When so qualified and selected, he shall then be sworn in by the chief of police as a member of the reserve, and be registered as a disaster service worker on forms prescribed by the county civil defense director and shall take the oath prescribed therefor. (Ord. 1630 § 3, 1977)

2.14.050: POWERS AND DUTIES:

The duties of the police reserve force, subject at all times to the direction, supervision and control of the chief of police, shall be to assist the regular members of the police department in the enforcement of law and the maintenance of peace and order whenever and wherever such services are required. The chief of police, by order, may establish rules and regulations to govern the reserve, including the fixing of specific duties of its members and providing for the maintenance of discipline. He may change such orders from time to time as he deems necessary. A member of the reserve, when on duty as assigned by the chief of police, shall have the authority given to the regular officers of the police department to direct traffic and have the same power of arrest granted a regular officer, subject to any limitation which the chief may impose. 2.14.060: IDENTIFICATION; SURRENDER OF EQUIPMENT:

An identification card shall be issued to each member of the police reserve force who shall carry the card at all times while on duty. Each member shall surrender all city property issued to him as a member of the police reserve force upon his resignation or termination of membership. Such property shall include, but not be limited to, the identification card above mentioned. (Ord. 1630 § 5, 1977)

2.14.070: MEMBERSHIP TERMINATION:

Membership of any member of the police reserve force may be terminated by the chief of police at any time, and such member may resign from the reserve upon notification in writing to the chief of police not less than two (2) weeks prior to the effective date of such resignation. (Ord. 1630 § 6, 1977)

2.14.080: UNIFORMS AND EQUIPMENT:

The necessary uniforms and equipment for the police reserve force members and the proper care and use of such uniforms and equipment shall be prescribed by the chief of police. (Ord. 1630 § 7, 1977)

2.14.090: INJURY ON DUTY:

Police reserve force members shall be entitled to such compensation for injury sustained while acting under the direction of the chief of police during a regular assigned tour of duty as is allowed by the provision of division four of the Labor Code of the state of California regarding disaster service workers. (Ord. 1630 § 8, 1977)
