2.08.010: OFFICE ESTABLISHED:¶
The office of finance director of the city is hereby established. The finance director shall be appointed by the city manager. (Ord. 2718 § 6, 2009)
2.08.020: DUTIES:¶
The duties of the director of finance shall be as follows:
A. To direct and maintain the accounting and auditing activities for the city government and each of its offices, departments, and agencies;
B. To plan and supervise the city's accounting systems;
C. To supervise and be responsible for the disbursement of all public monies and have control over all expenditures to ensure that budget appropriations are not exceeded;
D. To prepare annually for the city manager a proposed budget of the city for the ensuing fiscal year;
E. To require reports of the receipts and disbursements from each receiving and expending agency of the city government to be made daily or at such intervals as he may require;
F. To submit to the city manager a monthly statement of all receipts and disbursements in sufficient detail to show the exact financial condition of the city; and submit to the city manager, as of the end of each fiscal year, a complete financial statement and report of the preceding year;
G. To supervise the keeping of current inventories of all property of the city;
H. To estimate, plan and program the city's financial activities;
I. To procure materials, supplies and services for the city;
J. To perform such other duties as imposed by ordinance or resolution of the city council, or as the city manager may direct;
K. To administer the cemetery endowment fund, created from contributions to be held in trust and income used for the perpetual care of designated plots in the city of Redlands hillside cemetery and mausoleum. (Prior code §§ 12402–12413)
2.08.030: TRANSFER OF DUTIES FROM CLERK:¶
The duties imposed upon the city clerk by article 1 of chapter 2, part 3, division 3, title IV of the Government Code of the state of California are transferred to the director of finance in accordance with section 37209 of the Government Code. In addition, the finance and accounting duties imposed upon the city clerk by sections 40802 through 40805 of the Government Code of the state of California are transferred to the director of finance. 2.08.040: ACTING DIRECTOR OF FINANCE:¶
In the case of the absence or disability of the director of finance, the city manager shall designate a person to perform the duties and exercise the powers of the director of finance. (Prior code § 12415)
2.08.050: CREATION OF DEPARTMENT:¶
A finance department is created which shall be under the direction and control of the director of finance, subject to the general administrative direction of the city manager. The director of finance, subject to the approval of the city manager, shall organize and maintain such divisions in such departments as, in his judgment, the operation may require, and shall be responsible for the general supervision and control of all divisions of the department.
