10.04.010: GENERALLY:¶
Whenever in this title the following terms are used, they shall have the meaning respectively ascribed to them in this chapter. (Prior code § 67000)
10.04.020: INCORPORATION OF STATE VEHICLE CODE DEFINITIONS:¶
Whenever any words or phrases used in this chapter are not defined herein, but are now defined in the Vehicle Code of the state of California, such definitions as now existing are incorporated herein and shall be deemed to apply to such words and phrases as used in this title as though set forth herein in full. 10.04.030: ALLEY:¶
"Alley" means a public thoroughfare, not exceeding thirty feet (30') in width for the use of pedestrians and/or vehicles, which affords only a secondary means of access to the abutting property. (Prior code § 67002)
10.04.040: ARTICLE:¶
"Article" means an article of this title, unless the article of some other title or law is indicated. (Prior code § 67004)
10.04.050: AUTHORIZED EMERGENCY VEHICLES:¶
An "authorized emergency vehicle" is:
A. Any publicly owned and operated ambulance, lifeguard or lifesaving equipment or any privately owned or operated ambulance used to respond to emergency calls and operated under license issued by the commissioner of the California highway patrol.
B. Any publicly owned vehicle operated by the following persons, agencies, or organizations:
Any forestry or fire department of any public agency or fire department organized as provided in the Health and Safety Code;
Any federal, state, or local agency, or department, or district employing peace officers as that term is defined in chapter 4.5 (commencing with section 830) of part 2 of title 3 of the Penal Code, for use by those officers in the performance of their duties;
Any vehicle owned by the state or any bridge and highway district, and equipped and used either for fighting fires, or towing or servicing other vehicles, caring for injured persons, or repairing damaged lighting or electrical equipment;
Any state owned vehicle used in responding to emergency fire, rescue or communication calls and operated either by the office of emergency services or by any public agency or industrial fire department to which the office of emergency services has assigned the vehicle;
Any vehicle owned or operated by any department or agency of the United States government when such vehicle is used in responding to emergency fire, ambulance or lifesaving calls, or is actively engaged in law enforcement work;
Any vehicle for which an authorized emergency vehicle permit has been issued by the commissioner of the California highway patrol. (Ord. 1917 § 4, 1986: prior code § 68600.3)
10.04.060: BUS LOADING ZONE:¶
"Bus loading zone" means that space adjacent to a curb or edge of a roadway reserved for the exclusive use of buses during the loading or unloading of passengers. (Prior code § 67008)
10.04.070: CITY COUNCIL:¶
"City council" means the city council of the city of Redlands. (Prior code § 67005)
10.04.080: CONTROLLED ACCESS HIGHWAY:¶
"Controlled access highway" means every highway, street or roadway in respect to which owners or occupants of abutting property or lands and other persons have no legal right of access to or from the same, except at such points only and in such manner as may be determined by the public authority having jurisdiction over such highway, street, or roadway. 10.04.090: FREIGHT LOADING ZONE:¶
"Freight loading zone" means the space adjacent to a curb for the exclusive use of vehicles during the loading or unloading of passengers. (Prior code § 67010)
10.04.100: HOLIDAYS:¶
Within the meaning of this title, "holidays" are every Sunday, January 1, February 12, February 22, May 30, July 4, the first Monday in September, September 9, October 12, November 11, December 25, Thanksgiving Day, state and city election days, and all holidays as designated in California Government Code and any day proclaimed a holiday by the president of the United States or the governor of California. 10.04.110: LANED ROADWAY:¶
"Laned roadway" means a roadway which is divided into two (2) or more clearly marked lanes for vehicular traffic. (Prior code § 67022(a))
10.04.120: LOADING ZONES:¶
"Loading zones" means the space adjacent to a curb or edge of a roadway reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials. (Prior code § 67007)
10.04.130: MOTOR VEHICLES:¶
A "motor vehicle" is any vehicle which is self-propelled. (Prior code § 68600.1)
10.04.140: MUFFLER:¶
A "muffler" is a device consisting of a series of chambers or baffle plates or other mechanical design for the purpose of receiving exhaust gas from an internal combustion engine, and effective in reducing noise. (Prior code § 68600.2)
10.04.150: OFFICIAL TRAFFIC CONTROL DEVICES:¶
"Official traffic control devices" means all signs, signals, markings and devices not inconsistent with this title, placed or erected by authority of a public body or official having jurisdiction for the purpose of regulating, warning or guiding traffic, but shall not include islands, curbs, traffic barriers, or other roadway design features. 10.04.160: OFFICIAL TRAFFIC CONTROL SIGNALS:¶
"Official traffic control signals" means any device, whether manually, electrically, or mechanically operated by which traffic is alternately directed to stop and proceed, and which may be equipped with a flashing feature which when operated discontinues normal signal operation and causes the flashing of any predetermined combination of signal lights, and which is erected by authority of a public body or official having jurisdiction. 10.04.170: PARK:¶
"Park" means to leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials. (Prior code § 67013)
10.04.180: PARKWAY:¶
"Parkway" means that portion of a street other than a roadway or a sidewalk. (Prior code § 67003)
10.04.190: PASSENGER LOADING ZONE:¶
"Passenger loading zone" means the space adjacent to a curb or edge of a roadway reserved for the exclusive use of vehicles during the loading or unloading of passengers. (Prior code § 67009)
10.04.200: PEDESTRIAN:¶
"Pedestrian" means any person who is afoot or who is using a means of conveyance propelled by human power other than a bicycle. (Ord. 1917 § 3, 1986: prior code § 67014)
10.04.202: PARKING CONTROL OFFICER:¶
"Parking control officer" means any officer or employee of the city's police department, or any civilian volunteer, authorized by the chief of police to enforce the provisions of this title relating to the parking of vehicles on public and private property. (Ord. 2210 § 1, 1992)
10.04.210: POLICE OFFICER:¶
"Police officer" means every officer of the municipal police department, and other law enforcement agencies of the state of California and United States. (Prior code § 67021(a))
10.04.220: SECTION:¶
"Section" means a section of this title, unless the section of some other title or law is specified. (Prior code § 67016)
10.04.230: STATE DEPARTMENT OF PUBLIC WORKS:¶
"State department of public works" means the department of public works of the state of California. (Prior code § 67017)
10.04.240: STOP OR STAND:¶
A. The word "stop" means the complete cessation of movement.
B. The words "stop or stand" means any stopping or standing of a vehicle, whether occupied or not, except where necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device. (Prior code § 67018)
10.04.250: THROUGH HIGHWAY:¶
"Through highway" means every street or highway or portion thereof at the entrances to which vehicular traffic from intersecting streets or highways is required by law to stop before entering or crossing the same and when stop signs are erected as provided in this act. (Prior code § 67022(b))
10.04.260: TIME:¶
Whenever certain hours are named herein they shall mean standard time or daylight saving time as may be in current use in the incorporated city. (Prior code § 67019)
10.04.270: TRAFFIC DIVISION:¶
"Traffic division" means the traffic division of the police department of the city, or in the event a traffic division is not established, then said term whenever used herein shall be deemed to refer to the police department of the city. (Prior code § 67021(b))
10.04.280: TRAFFIC ENGINEER:¶
"Traffic engineer" means the traffic engineer of the city. (Prior code § 67015)
10.04.290: VEHICLE CODE:¶
"Vehicle Code" means the Vehicle Code of the state of California. (Prior code § 67020)
