18.68.010: PURPOSE OF PROVISIONS:

A. The purpose of the MF zone is to provide for the development of medically related facilities in the vicinity of the Redlands Community Hospital.

B. The regulations set forth in the MF zone are intended to achieve a high standard of development which will assure compatibility with the hospital facility and surrounding neighborhood, in accordance with the principles and objectives contained in the Redlands general plan text.

C. The following regulations set out in this chapter shall apply to all uses in the MF zone. (Ord. 1851 § 1, 1984: Ord. 1000 § 21.50, 1955)

18.68.020: USES GENERALLY:

In the MF zone:

A. A structure originally designed as a residence, or as an accessory to a residence, may be used for medically related purposes under the conditions as provided for in chapter 18.156, article VI of this title.

B. All uses except parking and loading shall be conducted within a completely enclosed building.

C. All new construction and/or additions shall be subject to commission review and approval. (Ord. 1851 § 1, 1984: Ord. 1000 § 21.51, 1955)

18.68.030: PERMITTED USES, CONDITIONAL USES, AND SIMILAR USES PERMITTED BY COMMISSION…

In the MF zone, no building, structure or land shall be used, and no building shall hereafter be erected, structurally altered or enlarged, except for the following purposes:

A. Residential:

Residential uses, subject to the requirements and property development standards of the nearest residential zone.

B. Medical And Health Services:

Board and care homes.

Chiropractors. Convalescent homes. Dentists and oral surgeons. Hospitals. Hotel providing medical services. Medical, dental and biological laboratories. Medical, dental and therapeutic clinics. Optometrists. Osteopathic physicians. Physicians and surgeons. Psychologists and psychiatrists. Sanatoriums, except mental institutions. Service of wine, at no charge, with doctor approval, in patient rooms.

C. Uses Permitted By Conditional Use Permit: The following uses may be permitted as a convenience, subject to approval of a conditional use permit:

Eating establishments compatible with a permitted medical use or operated in conjunction with an established bed and breakfast inn, as permitted by chapter 18.156, article III of this title.

Medically related uses in a residential building.

Prescription pharmacy services in conjunction with a permitted medical use.

D. Similar Uses Permitted By Commission Determination: The commission may, by resolution of record, permit any other use which it may determine to be similar to those permitted, and in conformity with the intent and purpose of this zone. (Ord. 2788, 2013)

18.68.050: PROPERTY DEVELOPMENT STANDARDS:

The property development standards set out in sections 18.68.060 through 18.68.190 of this chapter shall apply to all uses of land and buildings in the MF zone. (Ord. 1851 § 1, 1984: Ord. 1000 § 21.54, 1955)

18.68.060: LOT AREA:

Each lot in the MF zone shall have a minimum area of ten thousand (10,000) square feet. (Ord. 1851 § 1, 1984: Ord. 1000 § 21.54(A), 1955)

18.68.070: LOT DIMENSIONS:

Each lot in the MF zone shall have a minimum width of one hundred feet (100') and a minimum depth of one hundred feet (100'). (Ord. 1851 § 1, 1984: Ord. 1000 § 21.54(B), 1955)

18.68.080: BUILDING HEIGHT:

In the MF zone, buildings and structures shall have a height not greater than two and one-half (2[1] /2) stories, or thirty five feet (35'). There is no height limit for a primary care hospital except that the front setback shall be not less than the height of the building. Parking is permitted in the front yard area to within twenty five feet (25') of the front property line. See section 18.152.030 of this title for other exceptions. 18.68.090: FRONT YARD:

Each lot in the MF zone shall have a front yard extending for the full width of the lot. The yard shall be not less than twenty five feet (25') in depth. The front setback area shall be landscaped and maintained. (Ord. 1851 § 1, 1984: Ord. 1000 § 21.54(D), 1955)

18.68.100: SIDE YARD:

Each lot in the MF zone shall have a side yard on each side of the main building of not less than ten feet (10') for a one-story building, and not less than fifteen feet (15') for a two-story building. (Ord. 1851 § 1, 1984: Ord. 1000 § 21.54(E), 1955)

18.68.110: REAR YARD:

Each lot in the MF zone shall have a rear yard of not less than twenty five feet (25'). (Ord. 1851 § 1, 1984: Ord. 1000 § 21.54(F), 1955)

18.68.120: WALLS AND LANDSCAPING:

For walls and landscaping in the MF zone, the provisions of chapter 18.168 of this title shall apply. (Ord. 1851 § 1, 1984: Ord. 1000 § 21.54(G), 1955)

18.68.130: MAXIMUM COVERAGE:

Maximum coverage by structures in the MF zone is forty percent (40%) of the lot area. (Ord. 1851 § 1, 1984: Ord. 1000 § 21.54(H), 1955)

18.68.140: OFF STREET PARKING:

For off street parking in the MF zone, the provisions of sections 18.164.140 through 18.164.320 of this title shall apply. (Ord. 1851 § 1, 1984: Ord. 1000 § 21.54(I), 1955)

18.68.150: SIGNS:

The sign provisions of the A-P administrative professional zone, as contained in the Redlands sign code, shall apply in the MF zone. (Ord. 1851 § 1, 1984: Ord. 1000 § 21.54(J), 1955)

18.68.160: TRASH STORAGE AREAS:

All trash storage areas in the MF zone shall be located within enclosed areas completely screened from public view. (Ord. 1851 § 1, 1984: Ord. 1000 § 21.54(K), 1955)

18.68.170: LIGHTING FACILITIES:

Lighting facilities in the MF zone shall be arranged in a manner which will protect the streets and neighboring properties from direct glare or hazardous interference of any kind. (Ord. 1851 § 1, 1984: Ord. 1000 § 21.54(L), 1955)

18.68.180: NOISE PRODUCING EQUIPMENT:

In the MF zone, all noise producing equipment, including, but not limited to, compressors and heating and air conditioning units, shall be installed or enclosed so that the noise from such equipment does not exceed zone A, clearly compatible community noise equivalent levels identified in table 9.1 of the Redlands general plan for all land use categories. The noise levels shall be met as measured at the property lines for properties in any zone including, but not limited to, residential zones, adjacent to the MF zone. 18.68.190: SITE PLAN REVIEW:

In the MF zone, site plans and elevations for all new construction and additions shall be submitted to the commission for review and approval. The commission may, at its discretion, require a public hearing. (Ord. 1851 § 1, 1984: Ord. 1000 § 21.54(N), 1955)

18.72.010: PURPOSE OF PROVISIONS:

The purpose of the T transitional district is to provide for the orderly and compatible development of off street parking facilities between residential and nonresidential districts. The following regulations, set out in this chapter, shall apply to all land in the T transitional district. (Ord. 1000 § 22.00, 1955)

18.72.020: PERMITTED USES AND CONDITIONAL USES:

In the T district, no building, structure or land shall be used, and no building or structure shall be hereafter erected, structurally altered or enlarged, except for the following purposes:

A. Principal Permitted Uses:

  1. Residential uses permitted in the residential district abutting, facing on or backing up to the lots in the T district, subject to the requirements and property development standards for the particular residential district;

  2. Off street parking facilities related to an adjacent district requiring such parking. Lots shall not be used jointly for residential and off street parking purposes related to the requirements of the adjacent commercial, industrial or administrative professional districts. All residential structures shall be removed from the premises as a condition to the use of the land in the T district for off street parking.

B. Uses Permitted By Conditional Use Permit:

  1. Uses listed in chapter 18.192 of this title, in accordance with the provisions of that chapter. (Ord. 2333 § 20, 1997: Ord. 1000 § 22.10, 1955)

18.72.040: PROPERTY DEVELOPMENT STANDARDS:

When land in the T district is used for residential purposes, the property development standards for the abutting residential district shall apply. When the land is utilized for off street parking purposes, the property development standards set out in sections 18.72.050 through 18.72.170 of this chapter shall apply. (Ord. 1000 § 22.20, 1955)

18.72.050: LOT AREA:

Each lot in the T district shall have a minimum area of five thousand (5,000) square feet. (Ord. 1000 § 22.20(A), 1955)

18.72.060: LOT DIMENSIONS:

In the T district:

A. Each lot shall have a minimum width of fifty feet (50').

  • B. Each lot shall have a minimum depth of one hundred feet (100'). (Ord. 1000 § 22.20(B), 1955)

18.72.070: DENSITY OF DEVELOPMENT:

Population density in the T district: None permitted. (Ord. 1000 § 22.20(C), 1955)

18.72.080: MAXIMUM COVERAGE:

Maximum coverage by structures in the T district: No structures permitted. (Ord. 1000 § 22.20(D), 1955)

18.72.090: FRONT YARD:

In the T district, each lot shall have a front yard extending for the full width of the lot. The yard shall be not less than ten feet (10') in depth, except that any T lot which immediately abuts a residential zone shall have a front setback of not less than that required for the residential zone. 18.72.100: SIDE YARD:

In the T district, a side yard adjacent to any street shall be not less than ten feet (10'). No side yard setback is required adjacent to any interior property line; however, protection for the adjacent property in the form of wheel stops and/or solid masonry walls shall be provided. 18.72.110: REAR YARD:

No rear yard setback is required in the T district; however, protection for the adjacent property in the form of wheel stops and/or solid masonry walls shall be provided. (Ord. 1000 § 22.20(G), 1955)

18.72.120: LANDSCAPING:

In the T district, all required yard areas, and not less than five percent (5%) of surface area of the parking lot, shall be landscaped and maintained in accordance with the landscaping provisions of chapter 18.168 of this title. (Ord. 1000 § 22.20(H), 1955)

18.72.130: WALLS:

In the T district:

A. A solid masonry wall not less than five feet (5') nor more than six feet (6') in height shall be located along all interior property lines adjacent to a residential use or zone, such wall to be reduced to three feet (3') in height at the front setback line of the adjacent residential use or zone;

B. There shall be a three foot (3') high solid masonry wall located along the required front setback line. (Ord. 1000 § 22.20(I), 1955)

18.72.140: SIGNS:

For signs in the T district, the provisions of the Redlands sign code shall apply. (Ord. 1000 § 22.20(J), 1955)

18.72.150: PARKING AREA IMPROVEMENTS:

All parking areas in the T district shall be paved and maintained in accordance with the provisions of sections 18.164.140 through 18.164.320 of this title. (Ord. 1000 § 22.20(K), 1955)

18.72.160: LIGHTING FACILITIES:

Lighting facilities in the T district shall be arranged in a manner which will protect neighboring properties and streets from direct glare or hazardous interference of any kind. (Ord. 1000 § 22.20(L), 1955)

18.72.170: SITE PLAN REVIEW:

For the T district, a completely dimensioned site plan showing parking lot layout, paved areas, accessways, landscaping, sprinkling system, required walls, signs and lighting shall be submitted to the planning department for approval, or reference to the planning commission for approval, when determined necessary by the planning director.
