3.12.010 - Embarking and disembarking—Aircraft stalled on runway.

No person shall board or disembark from any aircraft on the runways, except in the case of an emergency. In the event of a stalled or damaged plane on the runways, the plane shall be pushed off the runways, and no attempt made to start the engine until authorized by the airport managers.

3.12.020 - Report by witnesses of accidents.

Each person witnessing an accident at the airports shall report it to the airport managers and give the information he possesses and is requested to give.

3.12.030 - Responsibility for wreckage removal.

Every aircraft owner, his pilot and agents severally, shall be responsible for the prompt removal, under the direction of the airport managers, of wrecked aircraft.

3.12.040 - Repairs in designated areas.

No aircraft shall be permitted to remain on any part of the landing or take-off areas for the purpose of repairs. All repairs shall be effected at the places designated therefor.

3.12.050 - Marking of unsafe landing areas.

Any part of the landing areas temporarily unsafe for landing shall be marked with clearly visible red flags so placed as to show the boundaries of the dangerous areas, and at night shall be similarly marked with red lights.

3.12.060 - Airport lighting.

All airports' lighting and lights shall be in accordance with the rules of the Civil Aeronautics Authority.

3.12.070 - Clearance refusal if charges unpaid.

The airport managers may refuse clearance to any aircraft until all charges for storage, supplies or services rendered to it have been paid.

3.12.080 - Instruction and practice flying.

A. Every person instructing students in flying at the airports shall acquaint them with the rules and regulations in effect at the airport.

B. The airport managers, by appropriate notices, may restrict practice flights and student training to potions of the airports designated by them.

C. No aircraft shall remain on the landing or take-off areas for the purpose of instructing students between flights.

3.12.090 - Running engines.

A. No aircraft engine or motor of any type shall be run in any hangars, or within fifty feet of the hangars.

B. No aircraft engine shall be started or warmed up except in places designated by the airport managers.

C. No aircraft engine shall be run or warmed up unless it is done on access strips at least fifty feet from the runways, and aircraft shall be at least one hundred feet apart, tailed around so that the propeller blasts do not affect adjacent aircraft and shall clear all buildings, groups of people in the observation areas and flight paths of landing aircraft.

3.12.100 - Parking and ground traffic.

A. All unhangared aircraft shall be parked in the areas designated by the airport managers and shall be firmly secured to the ground by means of ropes or other appropriate means.

B. Unless otherwise established by resolution of the city council as provided in Section 3.12.120, parking areas for vehicles will be designated by the airport managers.

C. Commercial operators, or their duly authorized representatives, shall escort their passengers from the spectators' area to their aircraft and back.

3.12.110 - Speed limits.

A. Unless otherwise provided by resolution of the city council, the maximum speed for vehicular traffic on the airports shall be twenty miles per hour.

B. When signs or markings are in place giving notice thereof, no person shall operate a vehicle in excess of the designated maximum speed.

3.12.120 - Parking of vehicles.

A. The city council may by resolution prohibit, restrict or regulate the parking, stopping and standing of vehicles on the airports, or any portion thereof.

B. When signs or markings are in place giving notice thereof, no person shall park, stop or stand a vehicle contrary to the directions of the signs or markings.

3.12.130 - Restricted areas.

A. The city council may by resolution prohibit or restrict vehicular traffic within designated areas on the airports.

B. When signs or markings are in place giving notice thereof, no person shall operate a vehicle within any restricted area, unless authorized to do so as a permittee or lessee of the city, or unless otherwise authorized by the city council.
