3.08.010 - Hours of operation.¶
The airports shall be open for public use at all hours of the day, subject to such restrictions, due to inclement weather, the condition of the landing area, the presentation of special events and like causes, as may be determined by the airport managers, subject to the approval of the city manager.

3.08.020 - Special services or facilities.¶
Special services may be rendered or special facilities may be provided at airports on such terms as the city council may prescribe from time to time.

3.08.030 - Commercial activities—Permit.¶
A. No person shall use the airport for revenue-producing commercial activities without securing an appropriate permit for such activities from the city council.
B. The permit shall be subject to the terms and conditions prescribed by the city council, including payment of prescribed fees and charges.
C. Failure of permittee to comply with any such terms and conditions shall be a basis for revocation of the permit by the city council.

3.08.040 - Vehicles for hire—Permit.¶
A. No person shall operate any vehicle for hire from the airports, except in accordance with the provisions of Section 3.08.030.
B. As used in this section, "vehicle for hire" includes every motor-propelled vehicle used for the transportation of passengers for hire.

3.08.050 - Car rental.¶
No person shall engage in U-drive car rental operations on the airports, except in accordance with the provisions of Section 3.08.030.

3.08.060 - Use obliges obedience.¶
The use of the airports, or any of their facilities in any manner, creates an obligation on the part of the user to obey all the regulations provided in this title.

3.08.070 - User liability.¶
The privilege of using the airports and their facilities shall be conditioned on the assumption of full responsibility and risk by the user thereof, and he shall release, hold harmless and indemnify the city, its officers and employees from any liability or loss resulting from such use, as well as against claims of third persons as against those of the person so using the airports. The exercise of the privilege of use shall constitute an acknowledgment that the city and the city council maintain the airports in a governmental capacity.

3.08.090 - Civil Aeronautics Authority rules—Adopted.¶
The air traffic rules promulgated by the Civil Aeronautics Authority of the United States and presently in effect are referred to, adopted and made a part of these regulations as fully in all respects as if particularly set forth at this place.

3.08.100 - Civil Aeronautics Authority rules—Compliance required.¶
No person shall navigate any aircraft over, land upon, or take off from, or service, repair or maintain any aircraft on, the airports or conduct any operation on or from the airports otherwise than in conformity with the rules and regulations contained in this title and those of the Civil Aeronautics Authority.

3.08.110 - Registration of airport users.¶
Each person stationed or employed at the airports or receiving instruction thereon or operating therefrom shall register at the offices of the airport managers and shall state his name, address, telephone number and the nature of his business or occupation.

3.08.120 - Manager authority.¶
The airport managers shall have authority to take such steps as may be necessary for the handling, policing and protection of the public while present at the airports, subject to the review of the city manager.

3.08.130 - Use of property of others.¶
No person shall take or use any aircraft, parts or accessories thereof, or tools or other equipment owned or controlled by any other person and stored or otherwise left at the airports without the consent of the owner or operator thereof, or without giving other satisfactory evidence of his right to do so.

3.08.140 - Trespass.¶
No person shall enter any hangar or portion of any building occupied by any other person, under lease or license from the city council, without the consent of the lessee or licensee.

3.08.150 - Pilots to log in or register.¶
Transient pilots shall log in and out of the airport managers' offices. All permanently based pilots shall record their pilots' certificates and aircraft registrations in the airport managers' offices.

3.08.160 - Mobile Fueling Operations.¶
No persons shall use, operate or provide mobile fueling equipment or facilities at the Redding Municipal Airport or Benton Airpark, except as follows:
A. A full-service fixed base operator, as defined in Section 3.08.160 (G), may operate mobile fueling equipment or facilities owned or leased by the operator for the benefit of persons using the airports.
B. A specialty-fixed base operator, as defined in Section 3.08.160 (G), that is an authorized helicopter repair and charter facility, may operate mobile fueling equipment or facilities owned by the operator to exclusively fuel helicopters owned or leased by the operator. The fuel used in such mobile fueling equipment or facilities must be purchased from one of the airport's full-service fixed base operators.
C. The State of California, California Highway Patrol Air Operations, may operate mobile fueling equipment or facilities owned by the State of California to exclusively fuel helicopters and fixed-wing aircraft owned by the State of California. The fuel used in such mobile fueling equipment or facilities must be purchased from one of the airport's full-service fixed base operators.
D. Upon consultation with the City of Redding fire chief, or his designee, the airport's manager may authorize, under urgent or emergency conditions, the use of mobile fueling operations on either airport that do not follow the aforementioned categories. In this case, all appropriate fuel flowage fees, and any and all applicable future fees and service charges that may be adopted, are to be paid pursuant to the city's schedule of fees and service charges.
E. The airport's manager may approve the use of mobile fueling equipment by aircraft operators that are tenants of either airport, provided such equipment is used solely to fuel private aircraft which are registered in the operator's name. In this case, all appropriate fuel flowage fees, and any and all applicable future fees and service charges that may be adopted, are to be paid pursuant to the city's schedule of fees and service charges.
F. All such use, operation or provision of mobile fueling equipment or facilities must comply at all times with all federal, state and local laws, rules, regulations and ordinances, including the Uniform Fire Code.
G. For the purposes of, this section, the following phrases when used in this section shall have the following meanings respectively ascribed to them:
"Full-service fixed base operator" means a proprietor of a commercial operation offering a full range of defined aeronautical activities and services to the general public and based at the airport. Only full-service fixed base operators are permitted to commercially sell and dispense aviation fuel and petroleum products on the airport.
"Speciality-fixed base operator" means a proprietor of a commercial operation offering one or more specific aeronautical activities or services to the general public and based at the airport.
