§ 6A.1 GAMBLING LIMITATION.

No gambling shall be permitted in the city, except as provided by this chapter.

§ 6A.2 LICENSES.

(A) Commercial card room licenses may be issued by the City Council to qualified applicants for use at specified locations. Applications shall be on forms prescribed by the Council and shall be accompanied by the annual license fee.

(B) (1) Licenses may not be transferred, leased or otherwise assigned without prior Council approval.

(2) Licenses may be renewed annually with the written approval of the Chief of Police. Licenses may be suspended by the Chief of Police for any violation of this chapter.

(C) Denial or suspension by the Chief of Police shall be subject to appeal to the City Council at its next meeting upon written request.

§ 6A.3 DEALER PERMITS.

(A) Dealer permits shall be issued by the Chief of Police, upon payment of a $5 annual fee, and no person under 21 years of age shall be issued a permit. The Chief of Police may deny or revoke dealers’ permits, with the action to be subject to appeal to the City Council at its next meeting upon written request. Dealers’ permits shall be valid only at the place designated on the permit.

(B) The application for permit shall contain:

(1) Complete physical description;

(2) Fingerprints;

(3) Photo;

(4) A disclosure of any criminal record; and

(5) A written request by the card room license holder and verification that the person is to be employed by him or her.

§ 6A.4 REQUIRED TO DEAL; EXCEPTION.

All dealing must be done by a licensed dealer, who shall be either the licensee or an employee of the licensee. If there are less than five players at a table, however, the deal may pass from player to player, provided the licensed dealer is at the table and participating in the game, as provided by § 6A.5.

§ 6A.5 LIMITATIONS ON PARTICIPATION IN GAME.

No dealer shall be permitted to participate in any game while dealing, excepting if there are less than five players other than the licensed dealer, the dealer may participate in the game. At the time as there are five players other than the licensed dealer, the licensed dealer shall cease to participate in the game and shall become the sole dealer. A licensed dealer shall, at all times, be present at the table, either as dealer or participant.

§ 6A.6 CERTAIN PERSONS PROHIBITED FROM ENTERING; MINORS.

No minors shall be permitted in the card rooms.

§ 6A.7 PERSONS IN VIOLATION OF STATE LAW.

No person, in violation of California Penal Code § 336, shall be allowed in any card room.

§ 6A.8 CLOSING HOURS.

Card rooms shall close between 5 a.m. and 9 a.m.

§ 6A.9 ARRANGEMENT OF TABLES; DOOR TO REMAIN UNLOCKED DURING HOURS OF OPERATION.

Tables shall be located so they are plainly visible from the main entrance door and the door must be unlocked during hours of operation.

§ 6A.10 POLICE INSPECTION.

All rooms connected with card room activities shall be open to police inspection.

§ 6A.11 NO MONEY ON TABLE.

No money may be placed on any card table. Chips only shall be used during games.

§ 6A.12 POSTING OF RULES AND REGULATIONS REQUIRED.

Game rules, lawful hours of play and the provisions of §§ 6A.4 and 6A.5 must be posted in a conspicuous manner and place in each card room.
