§ 3A.5 APPOINTMENT OF MANAGER; STAFF.¶
(A) The City Manager shall appoint the Airport Manager who shall be responsible for the enforcement of these regulations.
(B) Staff support for the Commission will be provided by the City Manager or the person appointed by the City Manager to serve as Airport Manager.

§ 3A.6 UNAUTHORIZED VEHICLES PROHIBITED FROM RUNWAYS; DESIGNATION OF SERVICE VEHICLES.¶
Unauthorized vehicles are prohibited from driving on runways and taxiways. Authorized vehicles shall be those engaged in an emergency or service which necessitates using the runways or taxiways. All service vehicles shall be properly designated with flags or lights, or both, dependent upon conditions.

§ 3A.7 VEHICLES CROSSING FIELD.¶
Vehicles crossing from one side of the field to the other shall drive adjacent to the taxiways and cross Runway 15 north of the threshold lights.

§ 3A.8 AIRCRAFT NOT TO BE LEFT UNATTENDED WITH ENGINE RUNNING.¶
No aircraft shall be left unattended while the engine is running.

§ 3A.9 CONTROL OF AIRCRAFT WHEN STARTING ENGINE REQUIRED.¶
A competent person shall be at the controls while starting an aircraft or the plane shall be adequately and properly secured.

§ 3A.10 VEHICLES NOT TO BE LEFT UNATTENDED ON APRON; EXCEPTION.¶
No vehicle shall be left unattended on the apron, except in designated areas.

§ 3A.11 PARKING AIRCRAFT ON CONCRETE TERMINAL APRON.¶
Parking of aircraft on the concrete terminal apron is prohibited, except for loading and unloading.

§ 3A.12 UNAUTHORIZED PERSONS PROHIBITED FROM CERTAIN AREAS.¶
Unauthorized persons are not allowed on the runways, taxiways or the apron or land areas in between.

§ 3A.13 DESIGNATION OF VEHICLE PARKING AREAS.¶
The City Council may, by resolution, designate vehicle parking areas and the Airport Manager may assign stalls to facilitate airport operations.

§ 3A.14 AIR TRAFFIC REGULATIONS.¶
Air traffic regulations shall be established by resolution of the City Council, after a review of proposed regulations or changes in regulations by the Airport Commission. Recommendations to the City Council by the Airport Commission shall be advisory only.

§ 3A.15 PARKING OF AIRCRAFT BASED AT FIELD.¶
All aircraft based at the field shall be parked in designated tie-down areas, hangars or land leased for that purpose.

§ 3A.16 AUTHORITY OF COUNCIL TO REGULATE AIRPORT USE.¶
The City Council may restrict the use of the airport during community events and prohibit unauthorized access to the field.

§ 3A.17 PERMISSION OF MANAGER REQUIRED FOR COMMERCIAL USE OF AIRPORT.¶
Commercial use of the airport is prohibited without permission of the Airport Manager.

§ 3A.18 PERMISSION TO USE AIRPORT FACILITIES.¶
(A) All persons or businesses seeking to use the airport facilities for any purpose which is not authorized by the city codes or by written consent of the city, shall, prior to making the use, make application in writing to and obtain the written consent of the Airport Manager.
(B) The written application for use of the airport facilities shall contain the following information:
(1) The name, address and phone number of the person or business making the application; and
(2) The specific type of use which is requested to be made of the airport; the length of time which the use shall be made of the airport and the date upon which use shall start; the number of persons to be involved in the use and the type of equipment or aircraft to be used, if any; and whether the use is being made for recreational, nonprofit or business purposes.
(C) Upon receipt of the request containing the above information, the Airport Manager will inform the applicant in writing whether the use will be permitted; and if the use is permitted, the terms and conditions with which the applicant must comply prior to the making, and during the making, of the use.
(D) Appeals from the decision of the Airport Manager shall be in writing and directed to the Airport Commission. All appeals, in order to be considered, shall be filed with the city within 15 days of the date of the document containing the information from the Airport Manager from which the appeal is taken. Appeal to the City Council from the decision of the Airport Commission may be made in writing and, in order to be considered, must be filed with the city within 15 days following the date upon which the decision of the Airport Commission is made.
