§ 13.1 LOAD LIMIT ON MONROE AVENUE ESTABLISHED.

The maximum permissible load limit on Monroe Avenue from Walnut Street to State Highway 36 shall be ten tons for all vehicles or combinations of vehicles. The ten-ton load limit shall be the gross load of vehicle and its cargo.

§ 13.2 EXCEPTIONS.

(A) The provisions of the preceding section shall not apply to any commercial vehicle coming from an unrestricted street having ingress and egress by direct route to and from Monroe Avenue when necessary for the purpose of making pickups or deliveries of goods, wares and merchandise from or to any building or structure located on Monroe Avenue or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon Monroe Avenue for which a building permit has previously been obtained therefor.

(B) The provisions of § 13.1 shall not apply to any vehicle owned by a public utility while necessarily in use in the construction, installation or repair of any public utility.

§ 13.3 ERECTION OF SIGNS.

(A) The Director of the California Department of Transportation is hereby directed to erect appropriate signs at the entrances to Monroe Avenue giving notice of the weight limitations upon Monroe Avenue.

(B) Sections 13.1 and 13.2 shall not be effective until such appropriate signs have been erected.

§ 13.4 ONE-WAY ALLEYWAYS AND ONE-WAY STREETS ENUMERATED; ERECTION OF SIGNS.

(A) (1) The portion of the alleyway lying between Main Street and Rio Street from Elm Street on the south to Antelope Boulevard on the north is hereby declared to be a one-way alleyway in the northerly direction and that the alleyway lying between Main Street and Rio Street from Antelope Boulevard on the south to Hickory Street on the north is hereby declared to be a one-way alleyway in the southerly direction.

(2) The portion of the alleyway lying between Main Street and Washington Street from Elm Street on the south and Hickory Street on the north is hereby declared to be a one-way alleyway and all vehicular traffic traveling thereon shall proceed in a northerly direction. Vehicles loading or unloading in the alleyway shall, whenever practicable, stop on the westerly side of the alleyway.

(3) The portion of Elm Street lying from Jackson Street to Lincoln Street is hereby declared to be a one-way street in the westbound direction.

(B) (1) The portion of “old” Main Street lying between Douglas Street on the north and Crittenden Street on the south is hereby declared to be a one-way street and all vehicular traffic traveling thereon shall proceed in a southerly direction.

(2) The portion of “old” Main Street lying between Breckenridge Street on the south to its intersection with Main Street on the north is hereby declared to be a one-way street and all vehicular traffic traveling thereon shall proceed in a southerly direction.

(C) The Director of the California Department of Transportation shall cause appropriate signs to be erected at the entrances of the alleyways and streets referred to in this section.

§ 13.5 RIDING BICYCLE ON SIDEWALK.

It shall be unlawful for any person to ride any bicycle upon any of the sidewalks of the city.

§ 13.6 PEDESTRIAN CROSSINGS.

(A) The Director of the California Department of Transportation shall mark or cause to be marked lanes for pedestrian traffic by connecting the property lines across the streets and by connecting the curblines across the streets where the streets are paved their entire width.

(B) All pedestrians are prohibited from being upon the street intersection enclosed by the inside line of the lanes.

§ 13.7 LIMITATIONS UPON RIGHT TO TURN AT INTERSECTIONS.

The Director of the California Department of Transportation shall cause to be placed in the appropriate places as may be directed from time to time by the City Council appropriate signs to designate limitations upon the right to turn at or within an intersection. Limitations upon turning at or within intersections shall contain the words “No U-Turn,” “No Left Turn” or “No Right Turn.”

§ 13.8 SPEED LIMITS ON PORTIONS OF CERTAIN STREETS.

(A) As a result of a traffic and engineering survey on some city streets, it has been determined that these streets be posted with mile per hour signs as follows:

(B) The speed limits shall be effective following the effective date of this section and when appropriate signs giving notice thereof are erected upon the designated streets.
