10.24.010. - Prohibition.¶
A. Subject to the exemptions provided in section 10.24.020, it is unlawful for any person to drive or operate a vehicle, as defined under Vehicle Code § 670, including, but not limited to, a motor vehicle as defined in Vehicle Code § 415, on land or property owned by or occupied by another person unless they have in their immediate possession, as of the time of such operation or driving of such vehicle, written permission from the owner of such land, their agent or the person in lawful possession thereof, and displays such written permission to a peace officer upon request therefor.
B. No person shall cause, allow or permit any vehicle operated or controlled by them to park or stand on land or property owned by or occupied by another person unless they have in their possession written permission from the owner of such land, or the person in lawful occupancy or possession thereof.

10.24.020. - Exemptions.¶
This chapter shall not apply to:
A. Any person who, at the time of their operation of a vehicle, has lawful business with the owner of the land or their agent, or the person in lawful occupancy or possession thereof;
B. Any person who is operating a vehicle on publicly or privately owned land which is expressly set apart by the owner or lawful occupant thereof for the use of such vehicle pursuant to any permit or license issued by the city under its zoning regulations or other enabling law;
C. Any person who, at the time of operating a vehicle, is operating such vehicle for agricultural purposes, grading or construction purposes, governmental purposes or golf carts on golf courses;
D. Any person who is operating an authorized emergency vehicle, as defined under Vehicle Code § 165, when such operation is for the purposes enumerated in said section;
E. Any person who is operating a vehicle upon any public highway, street, road or alley;
F. Any person who is operating a horse drawn or driven vehicle, provided that such vehicle is designed for primary use as a horse-drawn or -driven vehicle.

10.24.030. - Government property.¶
Nothing in this chapter shall abrogate or interfere with the right of any duly authorized governmental agency to regulate, permit or prohibit the operation and use of vehicles on property owned by the governmental agency or under its control and jurisdiction.

10.24.040. - Penalty for violation.¶
Any person, firm or corporation violating any of the provisions of this chapter shall be deemed guilty of an infraction and each such person shall be deemed guilty of a separate offense for each violation of any of the provisions of this chapter. Upon conviction of any such violation, such person shall be punishable by:
A. A fine not exceeding $100.00 for a first violation;
B. A fine not exceeding $200.00 for a second violation within one year;
C. A fine not exceeding $500.00 for each additional violation within one year.
